Job Summary

Under the direction of the Senior Director Clinical Applications, the Director organizes, controls and maintains the clinical information technology solutions used in the acute care setting by coordinating staff to meet budgets and deadlines. Resolves conflicting demands from users for service-related items. Establishes, reviews, and revises operating procedures as required. Works closely with internal and external management in problem-solving and recommending acute clinical systems solutions. Ensures implementation and maintenance of related projects meet objectives and are consistent with strategic information services plan. Project Management is an integral part of this position. Services include evaluation, development and implementation of and clinical information systems in alignment with the Information Services strategic direction.

Responsible for all aspects of the acute clinical information systems operations including service delivery, fiscal administration, allocation of human resources, staff development, continuous quality improvement, employee satisfaction, and accomplishing departmental goals and objectives. Provides development and administrative direction for information technology acute clinical systems. In addition, all relevant clinical sub- and peripheral clinical systems are under the direction of this position. The Director Clinical Applications will work with IS Management to develop and maintain all information technology systems and services to ensure system performance, up-time, data integrity, security/confidentiality, accessibility, and employee and patient satisfaction.

Key Responsibilities

  • Develops strategic and tactical business plans for the clinical systems areas of responsibility. This would include area operational and capital budgets, resource utilization planning and allocation, and contingency availability for both staff and equipment.
  • Monitors the areas operational and capital budgets and ensures these expenditures are within budget standards and guidelines.
  • Direct and lead efforts to proactively work with internal IS staff, system users, and management to develop and implement technological solutions to improve, enhance, and expand the functionality of the systems.
  • Leads and manages the routine and strategic operations and integration of clinical applications for multiple geographic locations within the enterprise.
  • Ensures a smooth transition of systems from implementation to production and online activities. Involved in all stages of the implementation process including technology/equipment assessment, change control, workflow and process standardization/improvement, vendor relations, security, disaster recovery, testing, staff and user training, policies and procedures, application support definition, documentation, and production go live.
  • Ensures the accurate development and timely maintenance of all associated system documentation.
  • Prepares management reports on system productivity, security, and system benefit/efficacy which can be shared with IS and organizational management indicating current performance and/or identified patterns or trends. These would include, but not be limited to, system performance updates, security reports, key system metrics and management reports, helpdesk statistics, scheduled and unscheduled downtime, hardware failures analysis, and overall system performance and health.
  • Directs the evaluation of hardware and system requirements and determines if / when upgrades are required to provide overall organizational performance/productivity.
  • Prepares written reports on findings/planning for presentations to IS and organizational management for justifying upgrades, new purchases, or maintenance enhancements.
  • Establishes divisional and staff goals and metrics that support the overall goals of IS and promote staff development.
  • Evaluates staff and departmental performance against established goals and metrics.
  • Directs efforts to provide quality patient and customer-focused technology services to IS’s user community.
  • Promotes the strategic and operational technology philosophy of IS in the development of customer services, problem resolution and feedback, technology planning and execution, and quality improvement principles.
  • Expected to function in a leadership role within IT to promote a consistent management and departmental direction and philosophy to positively impact staff morale.
  • Direct efforts to effectively communicate technology changes and strategies throughout all levels.
  • Ensuring such communications are well coordinated, users are educated, and in advance of the date of the change. In addition, all changes require pre-live, go-live, and post-live assessments and documentation.
  • Lead and, where applicable, utilize various committees and practice councils to verify the usability of the clinical information systems.

Minimum Years Of Experience

  • Requires a Bachelor's Degree in Computer Science, Business and 10+ years of related experience in IT or technology services with management responsibilities.
  • Clinical background (i.e., RN, pharmacy tech, medical lab technician, etc.), preferred
  • 5-7 Years of management experience

Other Knowledge, Skills And Abilities Required

  • Epic Radiant, Cupid, and Radiology/Cardiology application experience is strongly preferred.
  • Must demonstrate leadership, spirit of cooperation and participation, innovative problem resolution, and strong communication skills.
  • Must possess the ability to translate technical requirements and procedures into well-implemented business solutions.
  • Must remain knowledgeable of current and future changes in the health care industry, technical application systems, regulatory, and associated environments affecting systems.
  • Must be able to write and speak clearly to communicate effectively with users. Is an expert user of patient care-related clinical information systems.
  • Requires strong analytical, critical thinking, and problem-solving skills to resolve complex clinical, systems, and personnel issues.

Additional Details

  • Requires occasional travel (25% or less) to other cities for seminars, professional training, continuing education, and conferences.
  • Requires manual dexterity operating a computer keyboard (alpha/numeric keying) and/or spatial device (such as mouse/trackball) in an efficient manner.
  • Must be able to visually interpret the computer monitor to distinguish all colors for GUI software.
