Job summary

The City of Orange City seeks a seasoned Utilities Services Director to lead water, wastewater, reclaimed water, and related engineering projects. You will guide planning, design, permitting, bidding, construction, operation, and maintenance of municipal systems and ensure regulatory compliance.

The role requires a Civil Engineering degree, a PE, at least seven years in a leadership utilities role, and strong budget, staff, and public health stewardship.

Qualifications

• Minimum qualifications include civil engineering degree and licensure.
• Seven years as a city engineer or utilities director, with supervisory experience.
• Experience in design, construction, and maintenance of utility systems.
• Florida Class 'A' Water Plant Operations certification preferred.

Responsibilities

• Lead and direct all Utilities operations, programs, and projects.
• Assist the City Engineer with plans review and approves utility construction plans.
• Plan, direct, and coordinate staff training, safety, and performance.
• Prepare capital improvement plans and budgets; manage loans and grants.
• Ensure compliance with SDWA, CWA, and other regulations.
