Responsibilities and Duties
- Works closely with District faculty, staff and administratorsto prepare preliminary designs, plans, and estimates foralteration, renovation, construction, and major maintenanceprojects; develops and implements schedules of work for Districtresources and contractors; works closely with campus faculty andstaff, facilities planning management department staff, andcontracted professionals in order to prepare or coordinate thedevelopment of preliminary designs, plans and estimates foralteration, renovation, construction, repair, and major maintenanceprojects.
- Reviews assigned work order requests and coordinates thedevelopment of project cost estimates; makes recommendations as towhether proposed work should be done with in- house resources orcontracted out.
- Coordinates with governmental and utility agencies to complywith environmental and energy conservation mandates, programs andrebates; forwards drawings and data on projects resulting in spacealterations to Facilities Maintenance & Planning Department formaintenance of District as-built drawings and State mandatedfacilities inventory database; coordinates design, cost estimatesand planning of telecommunications, audio visual, and data systemsfor remodels, renovations and new construction with districttelecommunications system specialists; works closely witharchitectural or engineering firms.
- Designs and draws plans; develops estimates and maintains jobcost accounting; acts as project coordinator; and develops projectschedules and bid requirements. Coordinates the bidding processwith District purchasing department and develops writtenspecification of project requirements. Determines type ofcontractor to be notified of bid; reviews plans, working drawings,documents and surveys to coordinate and schedule projects whichwould minimize the disruption to planned educational activities;schedules, manages and participates in the pre-bid job-sitewalkthrough with prospective bidders; participates in theevaluation and bid award process; reviews contractors' bids andrecommends award of contract to successful contractors.
- Plans tasks with Facilities Planning and Management personnelor contracted services; prepares all contract documents uponapproval and funding of proposed projects; insures that design andplanning conforms with applicable codes and regulations; monitorsand arranges for contract bonds, certificates of insurance andother required contract provisions for forwarding to the DistrictOffice; processes contract documents; sets up and facilitatespre-construction meetings with contractors and in-house staff.
- Schedules and tracks projects and resource usage; prepares andimplements computer programs to extract data and compile reports onfacilities inventory and usage.
- Provides construction administration for work in progress;directs the work of contractors and coordinates alterations,renovations, construction and major maintenance projects inprogress with District personnel; works to ensure that specifichealth, safety and construction codes and regulations are followed,schedules are met, materials required and specified are providedand work is performed according to specifications.
- Develops and issues addenda to contract documents; collectsproper signatures on documents and forwards to the appropriateoffice; issues contract change directives; reviews and approvescontractors’ invoices for payment; prepares requisitions forcontract payment; prepares and processes contract close-outdocuments upon completion of projects.
- Maintains and updates District as-built drawings and Statemandated facilities inventory database; and oversees andcoordinates the design, cost, equipment and justification effortfor Final Project Proposal (FPP) packages, ensuring that allrequired documentation is included for submittal to the StateChancellor’s Office for project funding. Performs site surveys andengineering designs and layouts.

Qualifications
Knowledge of :
- Public facilities; engineering and architecture; facilitiesplanning and maintenance standards.
- Design and construction services and procedures.
- Applicable codes, laws, regulations, and environmentalcompliance.
- Computer programs, including project management, estimatingsoftware, computer assisted drafting and design, word processing,and spreadsheet programs.
- Basic accounting, payroll and purchasing procedures; thestructure and various formats of business correspondence.

EDUCATION AND EXPERIENCE:
Education :
ABachelor’s degree or equivalent from an accredited college oruniversity in construction management, architecture, engineering,or related field; OR any combination of experience and collegelevel course work that total eight years in constructionmanagement, architecture, engineering, or related field.
Experience :
Four years combined experience inconstruction management, construction supervision, facilitiesplanning, engineering, architecture or related field, including atleast two (2) years as a lead or supervisor. (One year ofexperience is equal to 12 months of full-time employment.Applicable part-time experience will be converted to the full-timeequivalent for purposes of meeting the experiencerequirement.)
OTHER CERTIFICATIONS, LICENSES, OR SPECIALREQUIREMENTS:
- This position will require you to travel throughout theDistrict and as assigned.
- Must be willing to monitor projects during periods other thanregular working hours.
- The incumbent may be required to work evenings (includingattending board meetings) and other irregular hours includingweekends and holidays.
WORKING CONDITIONS:
Physical Demands
Capability to move about freely atconstruction sites; climb ladders; and maneuver through tight andcramped spaces (i.e. trenches, crawl spaces, electrical andmechanical vaults, etc.). Any offer of employment will becontingent upon the successful completion of a medicalevaluation.
