Job summary

Responsibilities

• Serve as the District Owner for the General Obligation Bond for new construction/renovation projects.

• Oversee coordination with architects, engineers, contractors, inspectors, and consultants through project close-out.
• Ensure compliance with building codes and regulatory requirements; deliver project reports to stakeholders.

Basic Function

Under the supervision of the Assistant Superintendent/Vice President of Finance and Business, the Director of Bond Programs assists in the management, supervision, coordination, and execution of all engineering, design, inspection, and construction projects required to support the District’s bond construction program for new construction and renovation projects.

The incumbent, under minimal supervision, will have ongoing responsibility for providing advice and making recommendations on architectural and engineering design and construction projects. The incumbent will work with the Bond Program Management and Construction Management Firms on project prioritization, planning, scheduling, bidding, monitoring, documentation, closeout, and all other aspects of construction projects. The incumbent will make recommendations on project execution, including planning, programming, design, construction, and closeout.

This Position is solely funded by Prop 38 General Obligation Bonds.

Minimum Qualifications

Education and Experience:

• Possession of or the equivalent to a bachelor’s degree in architecture, engineering, facilities management, or a related field, plus five (5) years of full-time experience in construction planning and project management in an educational institution construction project valued at no less than $20 million or more; OR
• An associate degree or technical trade certifications with major coursework in engineering, architecture, construction, or industrial technology, plus ten (10) years of increasing responsibility in construction planning and project management for an educational institution construction project valued at no less than $20 million, including 3 years of supervisory experience.
• Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty, and staff.

ESSENTIAL DUTIES :

1. Serve as the District “owner” in managing and administering the District’s General Obligation Bond for new construction and renovation projects. E
2. Participates in developing capital construction project plans, designs, and schedules. Monitor ongoing project budgets and expenditures, and present recommendations for budget adjustments, as appropriate. E
3. Manage the procurement process in accordance with the District’s policies and procedures. Prepares specifications; conducts contractor outreach; leads pre-bid job site visits; holds pre-construction meetings; participates in the evaluation of bids; and assists in the preparation of construction contracts. E
4. Oversees and coordinates capital construction activities and services of architects, engineers, contractors, inspectors, and other consultants from the planning/design phase through post-occupancy and close-out. Interfaces with regulatory agencies and others to manage the process of obtaining all required project reviews, permits, and approvals. E
5. Monitors capital construction commitments and expenditures. Maintains up-to-date records from the planning/design phase through close out. E
6. Monitors progress of construction. Reads and interprets plans, specifications, and other technical documents. Monitors conformity of construction with contract documents and specifications. Conducts quality assurance reviews to ensure work is satisfactorily performed and completed. E
7. Provide support for the development of project timelines, bid specifications, drawings, and bid packages for contracted work; assist the purchasing department in preparing and advertising requests for bids; support the review of bids; ensure that contracts and other documents are completed prior to the initiation of a project; monitor and review contract progress and ensure the timely completion of projects. E
8. Ensure completed construction work complies with current building codes and other regulatory requirements. E
9. Schedules and leads construction progress meetings. Delivers project reports to keep all relevant parties informed on status of time and cost elements of the project. E
10. Assists in preparing and presenting project information to relevant District constituency groups, the District Board of Trustees, and the District Citizens’ Bond Oversight Committee. E
11. Assists user groups with the development of programming and scope of work and coordinates with external design consultants to define scopes of work.
12. Coordinates and ensures the collaborative development of projects, including participation of campus administration, maintenance and operations, and representative departmental stakeholders, including faculty, staff, and management personnel.
13. Identifies and engages with all relevant District support and service groups to ensure total project programming requirements are met.
14. Represents the District at external meetings with outside agencies. Serves as a liaison with local, state, and federal agencies on issues related to facility planning for the District.
15. Identifies potential problems and resolves project issues and job site conflicts in a time-effective manner. Implement review processes and mechanisms early in the project to minimize delays in construction progress and impact on the project budget. Develop communication and risk-mitigation plans as needed. 16. Oversees change orders requested by project stakeholders. Provides recommendations to the supervisor on budget, time, and scope implications of change orders. Monitor cost to ensure the project is delivered within the District established cost expectations. Prepares financial reports upon request. E
17. Conducts final inspections of capital construction projects assigned. Coordinates construction closeout procedures and arranges for official acceptance of projects on behalf of the District. Oversee post-occupancy review process for projects as assigned. E
18. Prepare or provide guidance on the preparation of the more complex/controversial contract modifications and claims; compile and analyze material pertaining to the changes and claims. E
19. Assist in developing the District’s Five-Year Capital Outlay Construction Plan, Annual Facility Space Inventory, and Capital Outlay Budget Change Proposals for State funding of projects. E
20. Assist in developing the District’s Five-Year Scheduled Maintenance program and submitting funding proposals for specific projects to the State. E
21. Assure compliance with the injury and illness prevention awareness, hazardous materials awareness, and other programs related to safety and environmental regulations. E
22. Ensure that the District meets regulatory requirements; establish local policies and procedures; conform to Federal, State, and local laws and regulations. E
23. Perform other related duties as assigned.

Knowledge of:

• Knowledge of construction management for a variety of project types in an education setting.
• Knowledge of Uniform Building Code, Department of State Architect ( DSA ) California Code of Regulations, California Occupational Safety and Health Act, California Public Contracts Code, Americans with Disabilities Act, and other related statutes related to construction projects.
• Knowledge of DSA protocols, procedures, and requirements.
• Knowledge of Leadership in Energy and Environmental Design ( LEED ) certification process.
• Knowledge of California Environmental Quality Act ( CEQA ) processes and requirements.
• Knowledge of generally accepted construction principles and practices related to public works, community colleges, and schools.
• Knowledge of general purchasing and contract administration methods and practices.
• Knowledge of building infrastructure materials, components, and systems.
• Knowledge of methods, practices, equipment, and supplies used in facility maintenance and construction, and building safety regulations.
• Knowledge of critical path methodology, or other methods, of project scheduling and management.
• Knowledge of the California Uniform Public Construction Cost Accounting Act ( CUPCCAA ).

Certificates, Licenses, or Other Requirements:

• The incumbent must have the ability to get to a variety of locations. This is usually accomplished by driving a vehicle to said locations. If operating a vehicle, the ability to secure and maintain a valid California driver’s license is required.

Desired Qualifications

• Current Architect or Engineer License Preferred.

Duties primarily performed in an office environment at a desk with a personal computer and under air conditioning but will include outdoor work related to job functions (job walk, construction inspection, etc.).

Remote work, at the discretion of management.

The incumbent will experience interruptions while performing normal duties during the regular workday.

The incumbent will have contact, in person, via online meeting, by email, or on the telephone with Board of Trustees, executive, management, academic, classified staff, students and community.
