Catholic Charities Brooklyn and Queens invites a Director III to lead HomeBase Homelessness Prevention Programs in NYC. Oversight of operations, budgeting, staff leadership, and compliance with HRA contracts drive service to thousands of households annually.

The role requires a Master’s in social welfare, 3+ years supervising teams, strong program evaluation, public speaking, and travel to multiple sites. Flexible hours and collaboration across CCNS teams are expected.

Qualifications

• Master’s degree in a social welfare or related field.
• Three years post-master’s experience in staff supervision, community organizing, homeless services or clinical mental health services.
• Experience with administration of programs, as well as contract budgeting and reporting.
• Knowledge of community organizing methods to mobilize resources and address homelessness.

Job description

For over 125 years, Catholic Charities Brooklyn and Queens has been providing quality social services to the neighborhoods of Brooklyn and Queens, and currently offers 160-plus programs and services for children, youth, adults, seniors, and those struggling with mental illness.

Our HomeBase Homelessness Prevention Programs provide services to those who are at risk of entering a shelter due to rental arrears, overcrowding or substandard housing, and to those who have a prior shelter history as part of aftercare services. Services may include case management, tenant/landlord mediation, advocacy/benefit entitlements, short-term financial assistance, referrals, and varied workshops that can help individuals who are at risk of homelessness.

STATEMENT OF THE JOB:

Under the direction of the Director of Field Operations for Homebase, Family Stabilization Services, the Director III is responsible to Manage the program which by contract must serve a minimum of 3080 households per year, develop agency homelessness prevention programs in accordance with the NYC Human Resources Administration (HRA) and other government initiatives. The Director III plans and manages the implementation of all operations within the program. The Director III supervises all evaluation systems within the program in keeping with agency and funding source guidelines and is fully conversant with the regulatory/contractual environment affecting the program. The Director III will be a representative of the agency to the funding source and community groups/organizations.

• Hire, manage, lead, motivate, and evaluate staff.
• Develop and implement program operation plan in accordance with HRA policies and guidelines.
• Comply with agency requirements on budgeting and reporting in accordance with agency fiscal systems procedures and contract management.
• Develop systems to monitor levels of service.
• Identify, oversee, staff training, development and support.
• Supervise and maintain program outcomes, funding source requirements as well as internal quality assurance.
• Oversee community outreach campaign regarding recruitment of program participants.
• Anticipate and prepare budget modifications in collaboration with Director of Field Operations.
• Responsible for coordination between CCNS Central Services and the program: Human Resources, Legal, Payroll, Fiscal Department and agency lines of services.
• Attend agency borough wide convenings and other agency meetings.
• Work collaboratively with other CCNS programs and Community Integration Directors.
• Oversee multiple program facilities.
• Serve as backup to other Directors as needed

QUALIFICATIONS:

• Master’s degree in a social welfare or related field.
• Three years post-masters experience in staff supervision, community organizing, homeless services or clinical mental health services.
• Experience with administration of programs, as well as contract budgeting and reporting.
• Knowledge of community organizing methods, in order to mobilize people and resources and prioritize formal and informal group responses to community concerns regarding homelessness.
• Knowledge of social services systems at the local, state, and federal levels.
• Knowledge of the principles of management, staff training, leadership development, program evaluation, and case management.
• Comfortable with public speaking, lobbying and advocacy.
• Ability to work flexible hours as needed.
• Able to travel to multiple program sites during all hours of program operations as necessary.
