Summary

Under general supervision, directs complex functions in labor and employee relations, advising, counseling, supporting, and training district staff to ensure proper administration and compliance of labor agreements and employee due process.

Essential Functions
  • Manage the Employee Relations team; oversee labor relations including mediation, dispute resolution, employee discipline, negotiations, contract administration, and implementation.
  • Advise and train district managers on collective bargaining issues; maintain collaborative relationships with union representatives.
  • Lead negotiations on major contracts; develop infrastructure for contract administration and due process issues.
  • Review and analyze disciplinary, arbitration, and grievance data; develop policies and procedures; serve as a lead negotiator.
  • Manage staff, assign tasks, evaluate performance, and develop training plans.
  • Administer labor contracts, facilitate meetings, interpret contract language, and prepare amendments.
  • Handle employee due process issues, conduct investigations, and develop recommendations.
  • Coordinate Employee Relations within HR to ensure high service levels.
  • Respond to grievances, coordinate mediations, arbitrations, and hearings.
  • Prepare and present reports on Employee Relations issues.
  • Promote the Superintendent’s goals and priorities; maintain confidentiality.
Minimum Qualifications

Bachelor’s Degree in Human Resources, Labor Relations, Business, or Public Administration; AND four (4) years of experience in Labor Relations, preferably in the public sector; or equivalent experience.

Knowledge and Skills
  • Labor negotiations, contract management, collective bargaining principles.
  • Public sector administrative management, laws, and regulations.
  • Dispute resolution, data analysis, report generation, customer service.
Additional Requirements

A valid Minnesota State Driver’s License may be required. Work is performed in an office environment; may involve lifting and standing.
