Job summary

Integra is seeking a Director, HSE Manufacturing to lead the enterprise Occupational Health and Safety Management System (OHSMS) development and continuous improvement across modular manufacturing, construction, and data center projects in the Houston area. You will champion SafeState, PausePoint, and SIF-prevention while reporting to executive leadership on safety performance and governance.

The role requires a Bachelor’s in OHS or related field, CSP certification, and 10–15 years of HSE

Qualifications

  • CSP certification is required.
  • First Aid/CPR certification is required.
  • Experience: 10–15 years in HSE with 5+ years in senior leadership.
  • Travel up to 50% and ability to work across multiple sites.

The Opportunity

The Director, HSE Manufacturing is a senior leadership role accountable for the enterprise-wide development, implementation, and continual improvement of the Occupational Health and Safety Management System (OHSMS). This position ensures alignment of safety strategy with business objectives and regulatory requirements, while championing SafeState, PausePoint, and SIF-prevention across construction, commissioning, logistics, and large-scale modular manufacturing operations.

The Director, HSE Manufacturing is a senior leadership role accountable for the enterprise-wide development, implementation, and continual improvement of the Occupational Health and Safety Management System (OHSMS). This position ensures alignment of safety strategy with business objectives and regulatory requirements, while championing SafeState, PausePoint, and SIF-prevention across construction, commissioning, logistics, and large-scale modular manufacturing operations.

The Director, HSE Manufacturing drives a proactive, high-performance safety environment across all business units - strengthening risk visibility, critical control execution, manufacturing throughput, and operational readiness. The role provides strategic direction, subject matter expertise, and executive-level reporting to advance corporate governance, and ensure consistent safety performance across multi-site modular factories, yards, and data center construction projects.

What you will do?
Strategic Safety Leadership
  • Lead the development and execution of an integrated OHSMS aligned with ISO 45001, corporate standards, SafeState, and high-energy hazard controls.
  • Embed SIF potential (pSIF) identification, SIF actual (aSIF) prevention, and critical control verification into both construction workflows and large-scale modular manufacturing lines, where repetitive high-risk activities require engineered safeguards and standardized work.
  • Drive organizational adoption of PausePoint as a mandatory decision-making tool before high-hazard work, including factory rework, lifting operations, testing, and factory-to-site transitions.
Alignment With Enterprise Goals
  • Collaborate with business unit executives to align safety strategy with modular production schedules, task planning, logistics timelines, and site commissioning milestones.
  • Ensure SafeState onboarding, competency pathways, and readiness metrics are integrated into all modular factory operations and into mobilization planning for factory-built units shipped to construction sites.
  • Support the scaling of manufacturing capacity safely by integrating safety requirements into capital equipment selection, layout design, and production engineering.
Performance Accountability
  • Drive accountability through leading and lagging indicators, including SIF-related metrics, SafeState verification rates, manufacturing quality escape trends, and PausePoint adherence.
  • Oversee regional/site safety leadership to ensure consistent execution of high-hazard controls across factory production lines, test areas, electrical integration bays, and site installation activities.
Governance, Incident Prevention & Learning
  • Establish governance mechanisms for incident prevention, emergency response, investigation, RCA, and learning across manufacturing and construction operations.
  • Ensure incidents and near misses undergo energy-based hazard review, and critical-control effectiveness analysis.
  • Lead enterprise risk councils and learning teams focused on modularization risks such as:
    • crane & rigging for module movement
    • testing bays
    • production line pinch/crush points
    • high-volume powered-industrial-truck traffic
    • shipping stability and load securement
Regulatory & Standards Compliance
  • Manage compliance with OSHA, EPA, NFPA, ANSI, ISO 45001, and industry-specific manufacturing regulations.
  • Direct audits and gap assessments across factories, integration facilities, and job sites, ensuring seamless safety integration from modular fabrication through installation.
Culture, Capability & Workforce Development
  • Promote a unified culture of SafeState readiness, PausePoint, and human performance principles across manufacturing teams, construction trades, and commissioning personnel.
  • Implement enterprise learning pathways and capability development tailored to modular manufacturing.
External Representation & Leadership Interface
  • Represent the organization in legal, regulatory, insurance, client, and industry safety forums related to both modular manufacturing and construction risk.
  • Serve as a primary safety liaison to senior leadership, communicating enterprise SIF exposure trends, manufacturing capacity risks, and readiness indicators.
Process Safety, Modularization & High-Energy Hazard Integration
  • Oversee integration of human performance, PSM principles, and energy-control protocols across large-scale modular manufacturing - including electrical integration, mechanical assembly, and high-density testing environments.

Ensure seamless alignment between factory-built systems and site installation procedures, focusing on SIF reduction across the entire factory ? transport ? installation ? commissioning lifecycle.

Education
Required Qualifications
  • Bachelor’s degree in Occupational Health & Safety, Environmental Engineering, Industrial Hygiene, or related field (required)
  • Master’s degree in Safety, Risk Management, or Business Administration (preferred)
Certifications
  • Certified Safety Professional (CSP) – Required
  • OSHA 500 or equivalent authorized trainer – Preferred
  • CHST, OHST, or CIH – Preferred
  • First Aid/CPR Certification – Required
Experience
  • Minimum 10–15 years of progressive experience in HSE, with at least 5 years in a senior or enterprise leadership role
  • Demonstrated success leading high-risk, high-complexity safety programs across construction, manufacturing, and mission-critical operations
  • Proven ability to lead culture change, strategic planning, and safety innovation initiatives
  • Experience with regulatory agency interface, legal case support, and insurance safety evaluations
  • Experience implementing human performance frameworks and serious injury & fatality (SIF) prevention strategies
Legal & Travel Requirements
  • Must have legal authorization to work in [Country/Region]
  • Valid driver’s license and ability to travel to operational sites as required (up to 50%)
Work Environment
  • Primarily office-based with frequent site visits required
  • Capable of conducting site walk-throughs, participating in audits, and supporting field operations
  • Use of personal protective equipment (PPE) is required in field settings
