Job summary

Redlands Community College seeks a dynamic and results-oriented leader to serve as Director of the U.S. Department of Education-funded Veterans Upward Bound program.

This full-time, 12-month federally funded grant position reports directly to the Executive Vice President. The Director will lead the strategic direction and overall management of the program, overseeing planning, implementation, personnel, budget administration, compliance, and performance evaluation.

Qualifications

  • Master's degree in education, counseling or related field is required.
  • Excellent budget-management skills are required.
  • Demonstrated oral and written communication skills.
  • Ability to work with individuals from diverse backgrounds.
  • Proficiency with Microsoft Office 365 tools (Excel/Teams/Outlook/Word/PowerPoint).
  • Strong time-management, multitasking, organizational and problem-solving abilities.

Responsibilities

  • Oversee administration and evaluation of the Veterans Upward Bound grant program.
  • Ensure compliance with federal regulations, grant requirements and college policies.
  • Supervise and evaluate program personnel.
  • Develop and manage the annual budget and monitor expenditures.
  • Maintain participant records and program data; prepare reports including the Annual Performance Report.
  • Oversee academic and support services, staff development, and recruitment activities.
  • Travel to serve veterans across counties as required.

Job Description

Redlands Community College seeks a dynamic and results-oriented leader to serve as Director of the U.S. Department of Education-funded Veterans Upward Bound program. This full-time, 12-month federally funded grant position reports directly to the Executive Vice President. Redlands Community College offers a comprehensive benefits package, including 100% employer-paid healthcare, dental, and vision insurance premiums for employees. The Director will lead the strategic direction and overall management of the program, overseeing planning, implementation, personnel, budget administration, compliance, and performance evaluation. This key leadership role is instrumental in advancing the College's mission of empowering veterans through access to higher education, academic support, and career development opportunities.

Responsibilities include but are not limited to:
  • Overall administration, implementation, supervision, and evaluation of the U.S. Department of Education–funded Veterans Upward Bound grant at Redlands Community College.
  • Ensure compliance with applicable federal regulations, grant requirements, state directives, and college policies.
  • Supervise and evaluate program personnel.
  • Develop and manage the annual budget.
  • Authorize and monitor expenditures.
  • Maintain participant records and databases.
  • Collect and analyze program data.
  • Prepare accurate and timely reports, including the Annual Performance Report.
  • Oversee academic and support services, participant progress, staff professional development and performance evaluations, program policies and procedures, short- and long-range goals, and outreach, marketing, and recruitment activities.
  • Maintain confidentiality, complying with applicable privacy requirements, demonstrating knowledge of veterans’ benefits and service organizations, and representing Veterans Upward Bound to internal and external constituencies.
  • Additional travel required to serve veterans in other counties of the target area as required.
Qualifications:
  • Master's Degree required in education, counseling or related field.
  • Applicant must have excellent budget-management skills.
  • Demonstrated oral and written communication skills.
  • Ability to work effectively with individuals from diverse backgrounds.
  • Proficiency in Microsoft Office 365, including Excel, Teams, Outlook, Word, and PowerPoint.
  • Strong time-management, multitasking, organizational, decision-making, and problem-solving skills.
  • Ability to work independently with limited supervision.

Preference will be given to applicants who served in the military and received an Honorable Discharge or General Discharge under Honorable Conditions, have been awarded a VA disability rating, have used VA education benefits, and/or have successfully overcome barriers similar to those faced by the Veterans Upward Bound target population.
