Director, Fix the City Initiative — Housing Enforcement

Job summary

The Department of Housing Preservation and Development (HPD) seeks a Director to lead the Fix the City Initiative within the Office of Enforcement and Neighborhood Services. You will coordinate enforcement, preservation, and tenant-protection efforts citywide, reporting to the Deputy Commissioner.

This role guides cross-agency collaboration with DMT, DCE, HLD and EOD to improve properties, ensure compliance, and protect tenants under the mayor’s housing agenda.

Qualifications

• Five years of full-time paid experience in inspecting buildings for compliance with relevant codes.
• Experience with enforcement, preservation programs, or housing policy preferred.
• Ability to coordinate across multiple HPD divisions and partners.

Responsibilities

• Coordinate with senior staff to identify portfolios for the initiative.
• Research financial aspects of target portfolios to inform steps.
• Recommend enforcement or preservation next steps based on facts.
• Direct and track focused oversight across DCE, HLD, EOD and related teams.
• Partner with Development to identify preservation purchases.
• Coordinate with Mayor’s Office to ensure tenant participation.
• Assess progress and adjust strategy as facts change.
• Provide regular progress updates to leadership.
• Directly manage one staff member.
