Job summary

ICF is a global consulting and technology services company focused on disaster management. The Portfolio Manager will lead and grow ICF's FEMA Region 4 portfolio, reporting to the Senior Director of Public Assistance & Recovery Service Line.

The role emphasizes strong project management standards across region-wide Project Managers and a strategic growth agenda. Key responsibilities include P&L oversight, staffing planning, and driving business development with state and local emergency

Qualifications

• Bachelor's degree required.
• 7+ years EM/FEMA experience, including 3+ years in leadership or client-facing roles.
• 3+ years of managing multi-client portfolios and Project Managers.
• Willingness to travel up to 50% within Region 4.

Responsibilities

• Own portfolio P&L and delivery oversight for Region 4 client base, managing Project Managers.
• Oversee on-call and task-order engagements within the region.
• Ensure delivery meets FEMA compliance and Public Assistance quality standards.
• Staffing and utilization planning across the portfolio.
• Grow the region through add-on work, recompetes, and new opportunities.
• Lead go/no-go decisions on regional pursuits and support major regional bids.
