Job summary

Rainmaker, a Washington, DC–based startup, is building a modern precipitation enhancement cloud seeding system. As Rainmaker’s Director of Water Development, you will own the engagement with the Department of the Interior and the Bureau of Reclamation, and you will build the programs, partnerships, and funding pathways that advance precipitation enhancement in Reclamation basins.

You will also oversee congressional relationships and coalition activity, coordinate with state government affairs

Qualifications

• 10+ years in Western water policy or federal government relations.
• Thorough knowledge of how DOI and Reclamation operate at national and regional levels.
• Track record of developing projects and securing federal funding.

Responsibilities

• Own Rainmaker’s engagement with DOI and Reclamation end to end, including relationships across offices.
• Identify and secure authorities and funding vehicles supporting precipitation enhancement.
• Maintain legislative strategy and pursue new authorities where existing ones do not reach.
• Manage congressional engagement with key committees and prepare briefing materials.
• Collaborate with state government affairs and build a federal alignment strategy.
