The University of Maryland seeks a Program Director, Educational Opportunity Centers (UM‑EOC) to lead the federally funded TRIO program in Prince George’s County, building community partnerships and ensuring best practices across the state.

Organization's Summary Statement: This position works to implement and administer all aspects of the Educational Opportunity Center (EOC). Collaborates with other TRIO programs in the state and region to inform members of Congress in seeking support of Trio Programs Appropriation and Authorization of Trio programs generally, and the EOC program in particular.
Responsible for grant development, annual reporting, and budget management. Ensures program approved services are provided with proper (audit ready) documentation and record-keeping, consistent with program federal requirements. Builds and maintains community partners to facilitate EOC presence and engagement in the target-community of Prince George's County. Provides leadership; monitor program activities; manage goals and objectives; supervise staff; and assist in evaluation of all aspects of the EOC; Manages a team of professional and support staff. Other duties as assigned.
5 - 10 years of experience providing leadership and directorial oversight for a federally funded TRIO Educational Opportunity Centers program or a nonprofit program with a similar mission. The Program Director, Educational Opportunity Centers will have first-line authority for the Educational Opportunity Centers program and will work in concert with the Executive Director to implement all aspects of program administration. The Program Director is responsible for planning, grant development, APR reporting to the Executive Director and U.S. Department of Education (USDE), budget expenditure reporting and tracking in collaboration with the Director of Finance and Administration, and supervision of Educational Specialists and the Community Liaison to recruit 1,000 adult participants each year.
The Program Director is responsible for ensuring approved program services are provided with proper, audit-ready documentation and record-keeping consistent with federal program requirements. The Program Director will build and maintain community partnerships to facilitate EOC presence and engagement throughout the target community in Prince George's County.
The Program Director is responsible for the initial drafting of grant applications to USDE and the Prince George's County Council to solicit financial support. The Program Director will develop marketing and public relations materials and support the program's media presence to reach the target population. The Program Director will work with the Director of Finance and Administration to ensure fiscal accountability for the use of grant and county funding.
The Program Director will plan and supervise the service delivery strategy in accordance with the approved grant, supervise data collection, analysis, and maintenance for the required regulatory period, and report monthly to the Executive Director on progress, challenges, and outcomes toward meeting program objectives. The Program Director will prepare documents and reports for submission to funding agencies, including the Annual Performance Report (APR) to USDE.
The Program Director will work with other EOC programs in the state and nationwide to ensure best practices are employed within UM-EOC. The Program Director will also work in concert with other TRIO programs in the state and region to inform members of Congress and support the appropriation and authorization of TRIO programs. The Program Director will provide leadership, monitor program activities, manage goals and objectives, supervise staff, and assist the Executive Director in evaluating all aspects of the EOC. Other duties may be assigned by the Executive Director.
