You will develop and mentor a team, ensure compliance with FAR/DFARS and regulatory standards, and partner with cross-functional teams to optimize contracting processes and risk management across programs.

Qualifications

  • Bachelor's degree or higher in finance, business, management or related field.
  • 10+ years in a similar contracts leadership role.
  • 10+ years of government contracting experience.
  • Strong knowledge of FAR/DFARS and related regulations.

Purpose: To Lead Comtech Space & Satellite Contracts Administration Function

Responsibilities:
  • Oversee all contracts functions for Satellite and Space in accordance with Company policies
  • Develop, mentor, and manage a team of contract professionals by driving the adoption of innovative contract management practices and influencing the strategic direction of the company
  • Develop policies and procedures to strengthen organizational controls, support best practices and prevent illegal, unethical, or improper conduct. Presents training on policies and procedures as necessary
  • Partner closely with and provide business advice and guidance to Program Management, Finance, Legal, Subcontracts, Business Development, Engineering, People, Compliance, Global Trade and other functions, as necessary, to develop, execute, measure and maintain a robust government compliance function that is fully compliant with all applicable laws, statutes and regulations (see below)
  • Support Contract Solicitation, Capture, Negotiation and Fulfillment activity
  • Support Contract Proposal and Pricing activity to ensure that all bidding activity is compliant, profitable and contributes positively to operating income over the life of the program and fully adherent to Delegation of Authority and approval requirements
  • Develop, generate and contribute to all contractual documentation including but not limited to quotes, contract letters, RFP/RFQ's, contract responses, contract summaries, and any other contractual documentation necessary during the lifecycle of all agreements
  • Ensure that final contract documents are consistent with agreements reached at negotiations
  • Interface with customer counterparts to negotiate favorable contract terms with prime contractors and U.S. Government end-users while maintaining mutually beneficial relationships throughout their respective organizations
  • Coordinate solutions to complex contractual issues and Customer concerns related to Company performance
  • Support OFCCP, DCMA and DCAA audits, as necessary, to demonstrate full compliance with all applicable regulations
  • Defend and challenge contract awards, as appropriate
  • Develop and execute a contract management strategy that aligns with the company’s goals and objectives
  • Identify and implement opportunities to streamline contract policies, processes, contract compliance, auditing standards, and standard templates to increase operational efficiency and compliance
  • Audit compliance with legal and regulatory requirements, company policies, and industry standards
  • Craft, evaluate, negotiate and execute a wide variety of different contracts covering a range of transactions
  • Identify, assess, report and mitigate risk on a wide variety of contract requirements
  • Ensure accurate and complete records for correspondence and documentation in relation to established contracts and those in progress
  • Inform internal and external stakeholders of the status of contracts using contract analytics and performance metrics
  • Investigate and address contract issues both internally and externally
  • Co-Lead the implementation of a Contract Lifecycle Management (CLM) System
Skills:
  • Knowledge of FAR, DFARS and other customer regulations
  • Advanced knowledge FAR Part 12and 15requirements
  • Familiarity with current government cyber security requirements to include NIST 800-171 and CMMC
  • Familiarity with UCC and commercial and standard contract clauses
  • Extensive customer interface and negotiation experience
  • Ability to effectively organize, prioritize and manage multiple assignments
  • Ability to work across all levels of the organization (both internal/company and external/customer)
  • Effective team member; conduct clear, concise and frequent communication with stakeholders
  • Highly motivated; must be proactive and work independently with minimal oversight
Requirements:
  • Minimum of a Bachelor's Degree in Finance , Business, Management or related field
  • Minimum of 10 years of experience in a similar role
  • Minimum of 10 years of experience with Government Contracting

The pay range reflects the expected base salary for this position. Final compensation will be based on role, level, skills, experience, and geographic location.
