Quantum Sky seeks an OED Technical Lead to support the DoD Cyber Crime Center's CFL mission, focusing on digital forensics, cyber investigations, and DFIR activities. Lead Contractor personnel, guide technical efforts, and manage performance with emphasis on quality and efficiency.

The role requires seven years of leadership experience in intelligence contexts, a TS/SCI eligible clearance, and willingness to travel domestically and internationally.

Qualifications

• Seven years of experience leading technical efforts or supervising teams in intelligence analysis.
• Seven years supporting the intelligence community or related Government, industrial, and academic communities in intelligence collection and policy and intelligence systems.
• Seven years using intelligence analysis methodologies including HUMINT and SIGINT."
• Five years developing requirements and methodologies to collect, analyze, manage, and present intelligence for cyber investigations.
• Five years writing analytical reports (e.g., IIRs) and operational cyber threat products.
• Five years of project management experience including scope, cost, resources, risk, and schedule.

Responsibilities

• Ensure quality and efficiency of the Contractor’s performance and assist Government with financial and business processes of this PWS.

Quantum Sky is searching for an OED Technical Lead to support the Department of Defense Cyber Crime Center (DC3) Cyber Forensics Laboratory (CFL) mission supporting digital forensics, cyber investigations, intrusion analysis, malware analysis, cyber defense operations, and mission-critical DFIR activities.

Responsibilities

• Provide overall leadership and guidance for all Contractor personnel assigned to the OED, including assigning tasks to Contractor personnel, supervising ongoing technical efforts, and managing overall performance of the Contractor team.
• The OED Technical Lead shall be responsible for the quality and efficiency of the Contractor’s performance and shall assist the Government with all financial and business processes of this PWS, excluding inherently Governmental functions.
• The OED Technical Lead shall be required to occasionally travel to CONUS and OCONUS locations

Qualifications

Required

• Seven years of experience in the last ten years leading technical efforts or supervising teams supporting intelligence analysis requirements.
• Seven years of experience in the last ten years supporting the intelligence community or related Government, industrial, and academic communities in the areas of intelligence collection and policy and intelligence systems and capabilities.
• Seven years of experience in the last ten years using principles, concepts, and methodologies of intelligence analysis, including, but not limited to, the use of HUMINT and SIGINT methods.
• Five years of experience in the last ten years developing requirements and methodologies to collect, analyze, manage, and present intelligence in support of cyber investigations and operations.
• Five years of experience in the last ten years writing various analytical reports (e.g., IIRs), serialized intelligence products, and operational cyber threat products).
• Five years of experience in the last ten years for project management experience (e.g., responsible for handling project scope, cost, resources, risk, and schedule).

Clearance

• Top Secret/SCI Eligible Clearance Required.

Compensation

• Compensation is unique to each candidate and relative to the skills and experience they bring to the position. The salary range for this position is typically between 150,000-200,000. This does not guarantee a specific salary as compensation is based upon multiple factors such as education, experience, certifications, and other requirements, and may fall outside of the above-stated range.
