Job summary

Chevo is seeking a Portfolio Manager to support a DHS customer in Washington, DC. You will coordinate with Program Managers to ensure R&D projects align with Component priorities throughout the lifecycle and facilitate engagement across the organization.

The role requires leading complex RDT&E activities, preparing briefings, and developing program artifacts. A Secret clearance and onsite work at St. Elizabeth's Campus are expected, with possible hybrid options and occasional travel.

Qualifications

  • Bachelor’s degree from an accredited college or university.
  • 7+ years of experience supporting DHS and other Federal, state, local, tribal and territorial agencies.
  • Wide-range of experience including project management, financial and business knowledge, and extensive knowledge of DHS and other Federal, state, local, tribal and territorial agencies.
  • R&D lifecycle skillset including requirements generation, technology scouting, solution identification, R&D management, technology transition, systems engineering, and compliance with laws, regulations, policies.
  • Experience supporting RDT&E activities involving advanced technologies (AI/ML, C2, non-intrusive sensing, PNT, etc.).
  • Ability to lead, coordinate, develop, conduct, support, and review DHS Component-specific missions.
  • Knowledge in domains such as cybersecurity, social sciences, counterterrorism, emergency management, public health, biotechnology, and critical infrastructure.
  • Ability to perform financial and data analysis, data validation, and ad-hoc reporting.
  • High proficiency with Microsoft Office products (Teams, SharePoint, Word, Excel, PowerPoint, Project, Outlook) and Adobe Pro.

Responsibilities

  • Assist Components through RDT&E need intake and requirement prioritization, coordinating with internal partners to address needs and support project planning, execution, delivery, and transition of solutions.
  • Facilitate the integrated project team (IPT) process with Components.
  • Coordinate Senior Leadership engagements between customer and Components.
  • Engage with senior customer SMEs and Component designees to identify and prioritize RDT&E Needs.
  • Identify strategic priorities and alignment of portfolios to DHS mission areas.
  • Coordinate and leverage internal support to address Component needs, identify SMEs, apply business processes to develop solution approaches, and contribute to project plans and delivery.
  • Prepare reports and presentations to inform the Component of customer services and subject matter expertise available.
  • Coordinate meetings, reports, materials, and presentations to keep the Component informed of how the customer addresses RDT&E Needs throughout the lifecycle.
  • Develop, review and obtain approvals for portfolio manager materials (briefs, agendas, read-ahead packages, white papers, quad charts, etc.).
  • Conduct portfolio-level reviews of program/project/activity status.
  • Facilitate development of agreements (IPT Charters, MOAs, MOUs) with Components.
  • Organize and document Component RDT&E Needs from the IPT process.
  • Support PPBE by reviewing program funding, narratives, and budget proposals with internal partners.
  • Maintain awareness of all component engagements and projects to ensure a complete portfolio account.
  • Manage the requirements process per the customer’s BPF.
  • Assist in gathering information for intake of Components’ operational capability RDT&E Needs and development of R&D-relevant requirements.
  • Assist in gathering information to support capability analysis, data analytics, and technology maturity analysis for DHS components’ operations and investments.
