Job summary

Are you ready to lead meaningful change for individuals with developmental disabilities across Kitsap County?

We’re seeking a Developmental Disabilities Program Supervisor who is passionate about improving services, strengthening partnerships, and shaping programs that help community members thrive.

As the next Developmental Disabilities Program Supervisor, you will:

• Provide strategic leadership for the Developmental Disabilities program, setting direction for short- and long-term initiatives that meet diverse community needs.
• Supervise Developmental Disabilities program staff.
• Serve as a key liaison for the adult/infant developmental disabilities program. Provide county-wide planning, development, administration, evaluation, and monitoring of the delivery of services to individuals with developmental disabilities. Oversee the Request for Proposal/Qualification process for funds dedicated to developmental disabilities services. Provide staff support to the Kitsap County Developmental Disabilities Advisory Board.
• Develop and administer service contracts and program budgets. Interpret and apply federal and state regulations in the development, execution, and monitoring of subcontracts to ensure compliance with federal, state, and county requirements. Provide quality assurance and utilization review for the Kitsap County Developmental Disabilities (KCDD) system.
• Prepare, maintain, and monitor budget expenditures and client statistical data. Authorize monthly billing expenditures and complete monthly State Client Reporting and Billing system requirements.
• Participate in local, county, and state committees/boards in the coordination of state-wide policy development and implementation, program planning, and service delivery.
• Coordinate adult and infant service planning and development activities with local agencies and organizations, other County departments and State organizations, advocacy groups, private service organizations, and other organizations in Kitsap County. Respond to citizen complaints and resolve issues for adult and infant service systems.
• Coordinate transition services for students with developmental disabilities from all Kitsap County School Districts. Promote community awareness of developmental disabilities programs and services by providing information and education to citizens, schools, agencies, business, industry, and other community groups. Make presentations and speak before a variety of audiences to present developmental disabilities program goals, objectives, and activities.
• Lead collaboration across multiple agencies and stakeholder groups; support advisory boards and commissions; provide policy guidance; supervise staff; and drive process improvements that enhance efficiency and service quality.

Minimum Qualifications

• Bachelor’s degree in human services, social sciences, or a closely related field; and four or more years of progressively responsible professional experience in service program planning and administration, including experience delivering developmental disabilities services, to include one year of supervisory experience.

Note: Relevant professional experience may substitute for educational requirements. Work experience is essential and cannot be replaced by additional education.

Preferred Qualifications

• Master’s degree in human services, social sciences, or a closely related field.
• Experience staffing boards, advisory committees, and commissions, including preparing agendas, meeting documents, and minutes.
• Skill in interpreting complex federal and state regulations to ensure program compliance and in providing technical assistance or training to staff, volunteers, contractors, and providers.
• Experience preparing and administering grants.
