Job summary

QTS Data Centers, a global leader in digital infrastructure, seeks a Development Program Manager (Q-Systems: Connectivity) to lead design, pre-construction and construction activities across campuses. You will interact daily with Facilities, Contractors, Designers, Engineers, Vendors, and Data Center Operations staff, ensuring clear communication and on-time delivery.

The role requires 8–10+ years in data center delivery, strong program management, and travel up to 50%.

Qualifications

  • Bachelor’s degree in Technology, Engineering or Construction Management or equivalent experience
  • 8-10+ years in delivering mission critical data center facilities
  • 8-10+ years in technology design, implementation and project management
  • Proficient in presenting program updates to executives using PowerPoint
  • Willingness to travel up to 50% of the time (as needed)
  • US Citizenship required by law for federal contracts

Responsibilities

  • Lead design, pre-construction and construction activities on projects
  • Provide program-level support for network infrastructure deployments
  • Coordinate with network teams to meet facility needs
  • Support Q-Systems team with infrastructure coordination
  • Manage port schedules for development projects
  • Review designs for compliance with standards and Basis of Design
  • Create updates for executive reviews and enable decision-making
  • Implement multi-phased site development plans with time, budget and quality controls
  • Draft scopes of work for design, construction and commissioning services
  • Evaluate pricing proposals for design, construction and commissioning
  • Establish project schedules and manage teams for on-time completion
  • Develop deployment plans and communicate with stakeholders
  • Foster relationships with key stakeholders and represent QTS interests in meetings
  • Ensure project implementations comply with approved documents and standards
  • Build relationships to strengthen QTS leadership in data center real estate
  • Collaborate with internal teams to enhance project management processes
  • Align with Facility Operations Technology teams to meet needs

Who You Are:

The Development Program Manager (Q-Systems: Connectivity) is primarily responsible for leading and managing Q-Systems (with a focus on telecom and networking) for design, pre-constructionand construction activities across several campuses. The Program Manager will interact daily with Facilities, Contractors, Designers, Engineers, Commissioning Agents, Vendors, and Data Center Operations staff and should have both written and oral communication skillscommensuratewith this level of regular communication.

The Impact You Will Have:

Q-Systems is a technology team within the QTS Development organization. Q-Systems ensures critical facility operation systems are designed and implementedperour basis of design documents to ensure our buildingsoperateper requirements. The critical facility operation systems include the QTS corporate network, facility network, wireless access points, BMS / EPMS controlsystemsand security technology. Each of these systems ride on the QTS low voltage network. Deployment of the network infrastructure is a keycomponentto ensure projects are complete per tenant lease and project construction schedules.

What You Will Do:
  • The Development Program Manager (Q-Systems: Connectivity) is primarily responsible for leading and managing the design, pre-constructionand construction activities on a given project. The Project Manager will interacton a daily basiswith Facilities, Contractors, Designers, Engineers, Commissioning Agents, Vendors, and Data Center Operations staff and should have both written and oral communication skillscommensuratewith this level of regular communication

  • Program level support for network infrastructure deployments across our portfolio

  • Coordinate with QTS network infrastructure and technology teams to ensure infrastructure meets the facility needs

  • Support our Q-Systems team with network infrastructure coordination

  • Manage port schedule creation for development projects

  • Review project design to ensure compliance with QTS system standards and Basis of Design documents.

  • Create and communicate updates on development program & project status suitable for executive level reviews. Effectively present information in a manner to support efficient decision making

  • Implement and manage multi-phased site development plans to achieve time, budget, and quality standards in a predictable fashion. Continuously update a campus master plan to provide predictable statistics in a dynamic environment

  • Write scopes of work for design, construction, commissioning services &participatein procurement and project cost estimates

  • Evaluate and level pricing proposals for design, construction, and commissioning services

  • Establish project schedules and manage teams to on-time completion

  • Develop plans for product deployment and review/communicate plans with QTS staff involved

  • Establish andmaintainrelationships serving as liaison with key QTS stakeholders

  • Represent QTS Q-Systems interests as leader in OAC and low voltage meetings

  • Review project implementations to ensure compliance with approved design documents, QTS systemstandardsand Basis of Design documents.

  • Create & build relationships that enhance QTS's ability to be a leader in creating the World's Most Valuable Data Center Real Estate

  • Work with the internal development team to enhance project management processes and protocols

  • Developrelationshipwith QTS Facility Operations Technology teams to understand their needs and deliver technologies that support facilityoperationsneeds

What You Will Need to be Successful (basic qualifications):
  • Bachelor’s degree in Technology, Engineering or Construction Management field or equivalent professional experience

  • 8-10+ years of experience with delivery of mission critical data center facilities

  • 8-10+ years of experience with management of technology design, implementation and project management.

  • Experience with Microsoft Office suite, specifically PowerPoint for use in communicating program updates to executive-level and Excel to create and maintain site program & individual project budgets

  • US Citizenship for this position is required by law due to federal customer contracts

  • Be able to travel up to 50% of the time. Average travel anticipated to be every other week for 2-3 days.

Other Key Skills:
  • Experience designing technology systems for data centers, critical medical, industrial, construction, oil and gas, or large-scale technology systems.

  • Project Management or Project Lead experience in large-scale projects.

  • Experience in the construction of data centers, critical medical, industrial, construction, oil and gas, or large-scale technology systems.

  • Strong knowledge of technology industry standards, procedures, and methodologies

  • Advance knowledge of technology systems and their integration into mission-critical environments.

  • Basic multidisciplinary knowledge of mission critical systems, design process, pre-construction requirements, and the construction process.

  • Proven ability to communicate complex technical issues to leadership or non-engineers.

  • Manage design consultants and technology trades

  • Excellent interpersonal skills with the ability to interface with all levels of the organization

  • Must be a capable, proven team player that both fosters and operates well within internal and external team environments.

  • Able to solve problems at a tactical and functional level

  • Strong Verbal and Written Communication Skills

  • Ability to manage multiple projects simultaneously

The estimated pay range for this role, if based in Virginia, is:

$147,225.00 - 225,146.29
