Job summary

Clackamas Women's Services seeks a Development Manager to lead donor cultivation, retention, and gift growth. You will manage a portfolio of individual donors, build engagement through personalized outreach, and drive annual giving campaigns in partnership with the Development Director.

The role includes coordinating direct mail, year-end campaigns, and donor communications, while advancing fundraising goals and equity-driven program support.

Qualifications

Clackamas Women's Services (CWS) was incorporated in 1985 as Clackamas County's first shelter for survivors escaping family violence and domestic abuse. CWS' service delivery framework is built on trauma-informed best practices that promote safety and self-determination. CWS offers comprehensive, responsive solutions for adults and children impacted by sexual assault, domestic violence, stalking, the sex industry, and elder abuse. Pay:

$74,497.50 - $106,102.50 DOE.

Hiring at the midpoint of the scale is standard practice, and all hiring decisions are based on skills and experience. Benefits are available on the first of the month following the hire date.

Position Purpose

The Development Manager is a key member of the CWS Development Team and plays a lead role in growing and strengthening individual giving. This position manages a portfolio of individual donors, with primary responsibility for cultivating, soliciting, and stewarding donors giving under $5,000, as well as growing CWS's monthly sustainer and annual giving programs.

Working closely with the Development Director, the Development Manager builds meaningful, long-term relationships with donors; manages direct mail, year-end, and other individual giving campaigns; and develops strategies to strengthen donor engagement, retention, and overall fundraising revenue.

The Development Manager also supports special events, community and corporate partnerships, and other Development activities that advance CWS’s mission and long-term fundraising goals.

Key responsibilities
Individual Giving & Major Gift Pipeline
  • Manage and grow an assigned portfolio of individual donors and prospects, with primary responsibility for donors giving under $5,000.
  • Cultivate, solicit, and steward donors through personalized outreach and meaningful engagement, with a focus on strengthening relationships, increasing giving, and supporting long-term retention.
  • Develop individualized cultivation and stewardship strategies that deepen donor relationships, encourage increased and sustained giving, and move donors through the giving pipeline.
  • Identify donors with potential for higher-level major gifts, planned gifts, or bequests and partner with the Development Director on cultivation and transition strategies.
Annual Giving & Monthly Sustainers
  • Lead strategies to grow CWS's annual giving program, including monthly sustainers and recurring donors.
  • Develop approaches to acquire, retain, renew, and upgrade individual donors across giving levels.
  • Create meaningful stewardship opportunities that strengthen donor connection to CWS and encourage long-term support.
  • Regularly assess donor engagement and giving trends to identify opportunities for increased participation and support.
Direct Mail, Year-End & Individual Giving Campaigns
  • Lead CWS’s direct mail and individual giving campaigns, including year-end appeals, periodic fundraising appeals, email campaigns, and donor communications.
  • Develop campaign strategies, timelines, messaging, audience segmentation, and follow-up in partnership with the Development Director.
  • Manage year-end community fundraising efforts and giving campaigns, such as Give!Guide and CWS's Holiday Giving Program.
  • Evaluate campaign performance against established organizational benchmarks and use results to strengthen future fundraising efforts.
Donor Stewardship & Retention
  • Develop and implement consistent donor stewardship practices across individual giving programs.
  • Ensure donors receive timely, meaningful acknowledgment and communication about the impact of their support.
  • Identify opportunities to deepen engagement with current donors and re-engage lapsed donors.
  • Partner with Development staff to create donor-centered communications, impact stories, newsletters, and other stewardship materials.
  • Support the planning and execution of fundraising events and donor engagement opportunities.
  • Cultivate corporate, business, civic, and community relationships that support fundraising and increase awareness of CWS's mission.
  • Partner with the Development Team on sponsorships, community giving campaigns, and other fundraising opportunities.
  • Coordinate event logistics, vendors, volunteers, and other event needs as appropriate.
  • Maintain accurate and timely donor records, contact reports, moves management activities, and gift information within CWS's CRM.
  • Use donor data and reporting to inform cultivation, stewardship, retention, and fundraising strategies.
  • Support strong database practices and ensure donor information is handled accurately and confidentially.
  • Provide backup support for gift processing, donor pick-ups/deliveries and data entry as needed.
General responsibilities
  • Partner with the Development Director in implementing CWS's annual fundraising plan and priorities.
  • Collaborate with Development, Communications, program staff, leadership, and other colleagues to connect donors meaningfully with CWS's mission and impact.
  • Represent CWS at donor meetings, community events, fundraising activities, and other external engagements.
  • Represent the mission, values, and philosophy of CWS to program participants, employees, and the public.
  • Represent and reflect the values of the agency through direct communication and collaboration with co-workers, partners, and participants.
  • Engage in leadership and administrative leadership activities for CWS and attend Leadership meetings.
  • Model and implement values of equity and inclusion in decision-making and daily work.
  • Participate in speaking engagements and educational trainings as requested.
  • Attend regular All Staff meetings, program staff meetings, program meetings, and check-in meetings.
  • Meet regularly with the Development Director to plan and prioritize projects.
  • Submit necessary monthly timesheets and expense/mileage reimbursement forms.
  • Other duties as assigned.
Qualifications
  • Minimum of 3 years of development experience, preferably in a leadership position.
  • Demonstrated success in fundraising activities, including annual giving program, direct mail appeals, online campaigns, and special events.
  • Highly responsive, solutions-oriented engagement with all stakeholders.
  • Required ability to communicate effectively with diverse stakeholders through written, verbal, and visual imagery.
  • You must manage time effectively, be self-motivated with an exceptional level of detail.
  • Ability to work independently and with minimal supervision to meet deadlines and fundraising goals.
  • Intermediate to advanced user levels of computer and software proficiency are required. Programs used daily: MS Operating Suite, MAC Operating System, Adobe InDesign, Adobe Creative Cloud, Canva, CRM (Bloomerang/GreaterGiving), WordPress, SharePoint, Social Media Platforms, and more.
  • Ability to pass a background check as a condition of employment.
  • All CWS staff are required to complete a 40-hour domestic/sexual violence training provided by the agency.
  • Ability to problem-solve in a fast-paced, in-office, collaborative environment.
  • Demonstrated understanding of systems of oppression, ability to work effectively and non-judgmentally with individuals from diverse backgrounds, and understanding of culturally competent service delivery.
