Job summary

Legacy Commercial Property is seeking an experienced Development Manager to lead retail and commercial development projects from site selection through pre-construction. You will own financial, contractual, and day-to-day management, coordinating with general contractors, architects, engineers, and consultants while managing budgets and timelines.

  • Bachelor's degree in Real Estate, Finance, Architecture, Engineering, Construction Management, or Civil Engineering.
  • 5+ years in construction management or developer roles, retail/commercial preferred.
  • Ability to build relationships with consultants, contractors, and municipalities.
  • Experience handling multiple external vendors and stakeholders simultaneously.

Responsibilities

  • Evaluate sites with traffic counts, demographics, competition, visibility, and access.
  • Run preliminary pro formas to assess deal viability before capital is committed.
  • Direct full development lifecycle from concept through pre-construction.
  • Lead due diligence: zoning, entitlements, site investigations, utilities, feasibility, lender requirements.
  • Collaborate with CFO on due diligence and reporting.
  • Manage vendor scopes, contracts, schedules, and deliverables to meet timelines.
  • Serve as primary contact for contractors, architects, engineers, and vendors.
  • Work with finance staff to review numbers, timelines, budgets, and lender documents.
  • Prepare project underwriting models.
  • Oversee design vendors to meet tenant needs and local codes.
  • Solicit and onboard new vendors; strengthen vendor network.
  • Coordinate with Director of Construction and Design to keep projects on track.
  • Monitor project costs, contingencies, and cash flow; manage draws with lenders.

Role Summary

Legacy Commercial Property is seeking an experienced Development Manager to lead the execution of retail and commercial development projects from site selection through the entire pre-construction process. This role will own the financial, contractual, and day-to-day management responsibilities that drive the projects forward. It will entail coordinating with general contractors, architects, engineers, and consultants while also managing budgets and timelines, shepherding entitlements, and working with local jurisdictions.

The Development Manager will work closely with Legacy's Director of Construction and Design as well as the President, and other internal teams to keep projects on track and aligned with investment objectives.

Key Responsibilities
  • Evaluate potential sites including but not limited to evaluating traffic counts, demographics, competition, visibility, and ingress/egress.
  • Run preliminary proformas to determine whether a deal pencils before significant capital is committed.
  • Direct the full development lifecycle for retail and commercial projects from initial concept through pre-construction completion.
  • Lead comprehensive due diligence efforts including zoning and entitlement analysis, physical site investigations, utility assessments, overall feasibility assessments, and lender requirements.
  • Work with CFO on due diligence and reporting.
  • Manage vendor scopes of work, contracts, schedules, and deliverables to ensure quality and meet timeline expectations.
  • Serve as the primary point of contact for external general contractors, architects, civil engineers, MEP consultants, and other vendors across an active project portfolio.
  • Work with Highland Ventures finance staff to review numbers, timelines, and prepare budgets, schedules and lender specific document requests and deadlines.
  • Prepare project underwriting models.
  • Oversee the external design vendors and work with the construction team to ensure the design satisfies both tenant and municipal code (when applicable).
  • Solicit, evaluate, and onboard new vendors as needed; maintain and strengthen Legacy's vendor network.
  • Work collaboratively with the Director of Construction and Design to ensure the projects are on track and invoices are reviewed.
  • Monitor project costs, contingencies, and cash flow throughout the pre-construction and development cycle.
  • Manage draw process with lenders.
Qualifications
  • Bachelor's degree in a related field such as Real Estate, Finance, Architecture, Engineering, Construction Management, or Civil Engineering (Master's degree a plus)
  • 5+ years of experience in a construction management and/or a developer role; commercial or retail experience, strongly preferred.
  • Ability to create and maintain strong relationships with local consultants, contractors, and municipalities
  • Demonstrated ability to manage multiple external vendors and project stakeholders simultaneously.
  • Experience producing and reviewing and redlining legal documents.
  • Strong understanding of model building codes and permitting processes.
  • Excellent written and verbal communication skills; comfortable presenting to clients and leading coordination calls.
  • Highly organized with strong project management instincts; experience with project tracking tools is a plus.
  • Ability and willingness to travel to sites across Legacy's multi-state portfolio as needed.
