Job summary

OneEnergy Inc. in Boulder, CO seeks a Development Civil Engineer to deliver civil engineering support for Community Solar and other pre-NTP development efforts.

You will handle conceptual stormwater and site constraint reviews, collaborate with developers, and ensure permitting readiness early in the project lifecycle.

Qualifications

• BS degree in Civil Engineering from an ABET-accredited university.
• At least 4 years of professional civil engineering experience, including stormwater management and erosion control design.
• Experience preparing or reviewing stormwater management and site permitting exhibits for discretionary submissions (e.g., Special Use Permits).
• Experience interpreting geotechnical and wetland delineation reports.
• Strong written and verbal communication skills for non-technical audiences.
• Ability to manage multiple projects across markets and jurisdictions.

Responsibilities

• Prepare conceptual and preliminary stormwater management and permit exhibits for Community Solar and pre-NTP projects.
• Provide early civil engineering input on site layout, grading, drainage, and feasibility.
• Serve as internal technical resource on civil/stormwater questions during site selection and with third-party firms.
• Review geotechnical and wetland reports to support buildable site designs.
• Build stormwater and permitting reference material for jurisdictions to flag risk early.
• Prepare technical exhibits and provide hearings and design review support.
• Provide high-level stormwater and civil design summaries for sales and diligence.
• Coordinate with construction-tracked staff to hand off projects at Notice to Proceed.
• Coordinate with electrical engineers for feasible design with minimal iterations.
• Support delivery-tracked civil scope as priorities require.
• Attend community/agency meetings with developers.

About the role

The Development Civil Engineer provides dedicated civil engineering support for OneEnergy’s Community Solar and other pre-NTP development strategies. This role handles conceptual and preliminary civil scope, including stormwater management input, discretionary permit exhibits, and site constraint review. It engages earlier in the development process than our construction-tracked civil engineering roles and stays with a project through discretionary permitting.

Pre-NTP work is this person’s first priority. Their time and expertise may also be applied to delivery-tracked (NTP) civil engineering scope when project needs and team capacity require it.

What you’ll do

• Prepare conceptual and preliminary stormwater management and Special Use Permit exhibits for Community Solar and other pre-NTP projects, including sites where local jurisdictions require stormwater design as part of discretionary permitting.
• Provide early civil engineering input on site layout and constraints, including grading, drainage, and stormwater feasibility, before a project moves into detailed engineering.
• Serve as the internal technical resource for developers on civil and stormwater questions during site selection and consultation with third-party civil engineering firms, including review of properties with prior industrial use or other known site constraints.
• Review geotechnical and wetland delineation reports to support cost-effective, buildable site designs.
• Build out stormwater and permitting reference material for priority jurisdictions to help development teams flag civil scope and permitting risk earlier in site evaluation.
• Prepare technical exhibits and provide meeting support for discretionary permit hearings, Investment Committee reviews, and other internal design reviews.
• Provide high-level stormwater and civil design summaries to support project sale and buyer diligence conversations.
• Coordinate with construction-tracked civil engineering staff to hand off projects cleanly at Notice to Proceed.
• Coordinate with electrical engineers to achieve feasible design with minimal iterations.
• Support delivery-tracked (NTP) civil engineering scope as workload and project priorities require.
• Attend community, county, township, watershed, etc meetings as necessary along with project developers.

Qualifications

Required Qualifications

• BS degree in Civil Engineering degree from an ABET accredited university.
• At least 4 years of professional civil engineering experience, including experience with stormwater management and erosion control design.
• Proficient with AutoCAD Civil 3D and HydroCAD.
• Experience preparing or reviewing stormwater management and site permitting exhibits for discretionary permit submissions (e.g., Special Use Permits, Conditional Use Permits).
• Experience interpreting geotechnical and wetland delineation reports.
• Strong written and verbal communication skills, with the ability to explain civil and stormwater concepts to non-technical audiences, including developers and permitting authorities.
• Ability to manage multiple projects and shifting priorities across different markets and jurisdictions.
• Must have a “roll up your sleeves and let’s get the job done right” type attitude.
• Demonstrated qualities of integrity, credibility, and professional responsibility.
• A willingness to contribute to our culture, which thrives on building trust and holding one another accountable.
• Ability to travel periodically for site visits, agency meetings, and permit hearings; must carry an active driver’s license with an acceptable driving record.

Preferred Qualifications

• Professional Engineer (PE) license strongly preferred.
• Experience with MIDS/P8/Winslamm, HEC-RAS, or Flo2D modeling.
• Experience with solar or other utility-scale renewable energy site development.
• Familiarity with stormwater and discretionary permitting requirements in the Midwest or Mid-Atlantic markets.
• Experience managing or coordinating third-party engineering consultants.

Compensation

OneEnergy’s compensation packages are dependent on an array of factors including, but not limited toskill sets, experience and training, licensure and certifications, geographic location, and otherorganizational needs. The compensation range for the role is $82,000-$124,000 based on location, experience, and qualifications.
