Job summary

SWCA Environmental Consultants is seeking a Senior Environmental Inspector for a mobile, hourly Construction Site Safety Officer role to oversee health, safety, and environmental compliance on a large linear utility ROW project in a remote desert setting.

The candidate will manage safety across 100+ miles, lead daily tailgate briefings, monitor WBGT and hydration, implement HASP, investigate incidents, supervise BMPs, and coordinate with diverse crews under extreme heat.

Qualifications

• Minimum of three (3) years of dedicated field safety experience on linear construction projects.
• At least 10 years of experience in environmental consulting inspection of linear construction projects.
• OSHA 30-Hour Construction certification required.
• First Aid/CPR/AED certification required; WFR/EMT-Basic advantageous.
• Bi-lingual English/Spanish is a major asset.
• Valid driver’s license and ability to meet SWCA driver requirements.

Responsibilities

• Monitor and audit safety protocols across a 100+ mile long ROW footprint.
• Oversee restoration and landscaping crews; conduct daily safety evaluations of crews.
• Implement, audit, and enforce a Heat Illness Prevention Plan; manage hydration and WBGT monitoring.
• Work with project staff to adapt the HASP throughout the life of the project.
• Lead daily Tailgate Briefings focusing on terrain, machinery, acclimatization, and rapid symptom checks.
• Assist with incident investigations; draft reports and corrective actions.
• Complete daily inspection reports and ensure permit compliance.
• Ensure compliance with environmental regulations for linear construction.
• Supervise BMPs, erosion control devices, and exclusion areas during construction.
• Use maps, GPS, and aerial photos to plan field activities.
• Develop safety plans and anticipate hazards.
