Job summary

Macomb County seeks a Deputy - Stormwater Engineering to supervise multiple stormwater initiatives, lead the engineering team, and coordinate with local, state, and federal officials to advance priorities of the Department of Public Works. The role requires a Bachelor's degree in Engineering or related field and at least seven years of experience; a Master's degree is preferred.

A Michigan driver’s license and travel are required.

SALARY: $107,194.65 - $138,647.32

EMPLOYMENT RELATIONSHIP: At-Will

CURRENT HOURS AND STARTING TIME: Full-time (37.5 hours per week) position.

The starting time for this position is 8:30am – 5:00pm.

GENERAL SUMMARY

Under the direction of the Commissioner and Chief Deputy, supervises multiple stormwater engineering initiatives including planning, studies, engineering evaluations, plan review, grants, data analysis, asset management and capital improvement projects. Leads the stormwater engineering team and is responsible for a variety of water resources and environmental service programs. Performs frequent application of engineering principles to support decision making as well as developing new approaches to solving problems. Fosters positive and sustaining relationships with local, state and federal elected officials to advance priorities of the Department of Public Works. Participates in strategic planning and goal setting for the Department. Executes the priorities of the Commissioner for the stormwater division. Works with department staff to fulfill the department's commitment to excellent customer service.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

• Collaborates with the Public Works Commissioner and the leadership team to construct and execute short and long-term strategic planning goals.
• Assigns or delegates responsibility for assignment of work, directs personnel, evaluates performance of assigned employees and ensures necessary training and professional development.
• Oversees the stormwater and environmental resources division to achieve the Commissioner’s goals and leads the team to efficiently process reviews, complete stormwater projects and initiatives, resolve problems, and enhance operations.
• Collaborates with the Engineering Plan Review division regarding permitting and administration of storm water standards and codes.
• Ensures the completion of multiple initiatives including automation of plan reviews, the development of stormwater asset management program, environmental studies and collaboration with the stormwater construction inspection and maintenance team.
• Fosters excellent relationships with local, state, and federal elected officials and leaders of community organizations.
• Works with department staff to coordinate various activities directed by the Commissioner.
• Represents the Commissioner and Department at various community events.
• Interacts with the public, governmental officials, public agencies and consulting engineers regarding water resources and environmental matters.
• Assists the public, consultants, municipalities, contractors, and utility companies with information related to the Public Works Department.
• Conducts meetings with staff to inquire information and identify and resolve problems associated with county drains and infrastructure projects.
• Manages communications including updates, internal memos, technical letters and other correspondence related to ongoing projects.
• Conducts data analysis, interprets results, and prepares reports.
• Attends and participates in regular staff, coordination, and progress meetings.
• Operates an automobile to perform essential job functions.
• Performs related work as required.

QUALIFICATIONS

Required Education and Experience Bachelor's Degree from an accredited college or university in Engineering, Environmental Science, Urban Planning, Construction Management or related field Seven (7) years of related work experience

Preferred Education and Experience Master's Degree from an accredited college or university in Engineering, Environmental Science, Urban Planning, Construction Management or related field

Previous experience in a union environment

Required Licenses or Certifications Possession of a valid Michigan driver’s license and operable, insured automobile for authorized travel
