Job summary

i3, LLC is seeking a Deputy Project Manager with Oracle EBS Financials expertise to lead and oversee Oracle EBS operations for a Federal agency. The role requires deep functional/technical capability across AP, AR, GL, Payments, and FedAdmin, with strong project leadership and PMO collaboration.

You will coordinate with security, audit, and implementation teams to ensure compliant, timely deployments and modernization of EBS environments within an Agile/Hybrid setting.

Qualifications

• US citizenship required and ability to obtain Public Trust clearance.
• 10+ years of hands-on Oracle Federal Financials/EBS functional-technical SME experience with heavy customization (R12.2.x).
• 5+ years of leading Oracle EBS Financials projects.
• Deep knowledge of Oracle EBS architecture, modules, integrations, and upgrade dependencies.
• Experience with Oracle developer tools (Forms/Reports/OAFs, APEX, JDeveloper) and SQL/PL/SQL.
• Experience with EBS Release 12.2.x upgrades.
• Knowledge of data archiving tools and archiving Oracle data.
• Understanding of Federal Accounting concepts.
• Proficiency with project management and collaboration tools.
• Excellent oral and written communication skills.

Responsibilities

• Provide Oracle functional/technical SME support to PM and client for design of EBS COTS and custom solutions, interfaces and reporting.
• Manage application teams and improve development/testing processes.
• Serve as a QA reviewer for EBS configurations, interfaces, and system documentation.
• Collaborate with cybersecurity and audit teams to ensure compliant EBS environments.
• Manage Risk Management, Change Management and Change Control efforts.
• Work with PM to ensure SLAs and report SLA compliance to the client.
• Support proactive release planning in an Agile/Hybrid environment with monthly deployments.
• Manage non-production instances for cloning/refreshes and SDLC/operational activities.
• Collaborate with implementation teams to support consolidation and modernization efforts.

Deputy Project Manager (Oracle EBS Financials expertise)

We are seeking a Deputy Project Manager, with Oracle EBS Financials Functional/Technical experience for an Oracle EBS Operations and Maintenance Support contract at a Federal agency. This role requires deep functional and technical expertise across Oracle EBS financial modules (Accounts Payable, Accounts Receivable, General Ledger, Payments, FedAdmin).

You will be responsible for:

• Providing Oracle functional/technical subject matter expertise to support the Project Manager and client in analysis and design of Oracle EBS COTS and Custom solutions, interface development, and reporting initiatives.
• Managing application teams, and providing Oracle functional/technical subject matter expertise to maintain and improve development and testing processes.
• Serve as a functional/technical QA reviewer, reviewing EBS configuration changes, interface designs, and system documentation.
• Collaborate with cybersecurity and audit teams to ensure EBS environments are compliant with security and data protection requirements.
• Managing and supporting Risk Management, Change Management, and Change Control efforts.
• Working with Project Manager to ensure compliance with Service Level Agreements (SLAs) and report on SLA compliance to the client.
• Supporting proactive release planning in an Agile/Hybrid agile environment with monthly deployments.
• Managing and supporting instance planning of Non Production instances for cloning/refreshes and SDLC/operational activities.
• Working with Project Manager and collaborating with implementation teams to support the client's consolidation and modernization efforts

Required Qualifications:

• U.S. Citizenship (required for systems access) and ability to obtain/maintain a Public Trust clearance.
• 10+ years of hands-on experience in Oracle Federal Financials/EBS functional-technical SME roles and Oracle EBS R12.2.x support (Accounts Payable, Accounts Receivable, General Ledger, Payments, FedAdmin) with heavy customization.
• 5+ years of experience managing/leading Oracle EBS Financials projects.
• Strong understanding of Oracle EBS architecture, modules, integrations, customizations, environments, and upgrade dependencies.
• Experience with relevant Oracle developer tools (Oracle Forms/Reports/OAFs, Oracle APEX, Oracle JDeveloper) and programming languages (SQL, PL/SQL)
• Experience with Oracle EBS Release 12.2.x upgrades.
• Knowledge of data archiving tools and archiving Oracle data
• Understanding of Federal Accounting concepts.
• Proficiency with project management and collaboration tools
• Excellent communication skills (oral and written).

Nice-to-Have Qualifications

• Accounting, Audit, or Security experience
• Experience with Oracle ERP Cloud/Fusion Financials
• Direct experience with Financial Management System consolidation, and consolidation of disparate OFF systems.
• Direct experience with conversion of Oracle EBS functionality to Oracle Fusion.
