Signal Centers in Chattanooga, TN seeks a Deputy Program Officer to advance strategic and operational goals across programs. You will work closely with the Chief Program Officer to deepen program knowledge, lead management, and ensure high-quality services in the community.

The role requires a Bachelor's in Non-profit Management or related field, 5+ years in nonprofit program management, and 2+ years of supervisory experience with budgeting.

Qualifications

• Bachelor's degree in Non-profit Management or related field; Master's preferred.
• At least five years’ experience in Non-profit program management with increasing responsibility.
• Two years’ managerial experience including budgeting and staff development.
• Experience in leadership, coaching, and relationship management.
• Strong ethics and ability to meet strategic objectives.

Responsibilities

• Assist with maintaining programmatic excellence, ensuring compliance with funders, updating policies, and developing programmatic reviews.

Deputy Program Officer

The Deputy Program Officer will work closely with the Chief Program Officer and will have the opportunity to focus on strategic and operational goals for all assigned programs. This person will be responsible for in-depth knowledge of each program and will work in the areas of program leadership and management, internal relationships and knowledge management. This person will collaborate with the CPO, the program managers and staff to build strong programs that bring the agency’s mission and vision to fruition in the community and to ensure that the services offered meet real needs in the community and adhere to a high standard of quality.

Qualifications, Skills And Abilities

• Must possess a minimum of a Bachelor's degree in Non-profit Management or a related field, Master's degree preferred.
• At least five years’ experience in Non-profit program management with increasing levels of responsibility, and a superb reputation among peers and co-workers for quality work, leadership and successful outcomes. Must demonstrate apparent leadership skills and solid judgement.
• At least two years’ managerial experience that includes budgeting, management and staff development.
• Must possess experience in leadership, coaching, and relationship management.
• Unwavering commitment to quality programs and excellence in program management with the ability to achieve strategic objectives and facilitate cooperation amongst programs to meet the agency wide strategic plan.
• Should be an experienced and successful leader of programs with hands‑on experience effectively leading a program through a major initiative, operational change, outcome‑based project or successfully ushering a program to its next stage of growth.
• Exceptional communication and influencing skills. Should be a persuasive, credible, polished communicator with excellent interpersonal skills and political savviness.
• Must have experience developing and maintaining positive and collaborative relationships and demonstrate the ability to represent Signal Centers with outside partner agencies as needed.
• Strong computer skills including Microsoft Office and Excel applications.
• Must be committed to the mission, vision and values of the agency and will adhere to a high standard of ethics.
• Must be an individual that can manage multiple tasks simultaneously and thrive in a complex environment with priorities.
• Must possess reliable transportation and proof of insurance as frequent travel within the community is required.
• Physical exam including TB skin test/chest x-ray required prior to beginning work.

Job Responsibilities: Responsibilities for the position include, but are not limited to: Program Leadership & Management

• Assist with maintaining programmatic excellence. This may include ensuring compliance with local/state/private funders, updating program policies and procedures and/or development of internal programmatic reviews that provide data to support the results of excellent programming. Ensure HIIPA compliance with all related policies and procedures.
• Assist program managers to develop timelines and resources and adhere to program budget as needed to achieve program/agency goals.
• Work with program managers to ensure that adequate systems are in place to measure and track program performance and outcomes throughout the year.
• Assist in development of inter-program communication and cohesiveness, building strong organizational culture and supporting program staff during organizational growth.
• Instill a culture of accountability among program management staff by modeling regular and consistent oversight of individual and organizational performance standards.

Knowledge Management

• Work with agency staff to develop the necessary systems, processes and tools to better support the facilitation, collection, retention and sharing of knowledge that is generated by programs across the agency. This includes assisting with leading the program manager's meetings.
• Ensure that program outcomes are evaluated and reported in a way that leverages maximum community and organizational impact.
• Work collaboratively with the programs to integrate cross program activities and functions.
• Assist program managers with communications across agency-wide departments as needed.
• Other related duties may be assigned as the need arises.
