Job summary

KBR’s Exploration & Logistics unit seeks a Deputy Program Manager (Contingency) to lead the FEMA PA TAC VI contract execution, oversee performance, and ensure compliance with federal requirements across nationwide disaster operations.

The DPM will coordinate staffing, resources, risk management, and governance, mentor dispersed teams, and provide executive briefings while maintaining safety standards and KBR’s Zero Harm culture.

Qualifications

  • Bachelor’s degree in Business Administration, Emergency Management, Public Administration, Engineering, Construction Management, Program Management, or related field.
  • 10+ years of progressively responsible experience supporting federal programs, disaster recovery operations, or emergency management.
  • 5+ years of leadership role on federal contracts of similar scope and complexity.
  • Demonstrated experience supporting FEMA programs, disaster recovery missions, or similar federal emergency management operations.
  • Knowledge of FEMA Public Assistance processes, grant management, and disaster recovery operations.
  • Strong leadership, organizational, and team-building skills.
  • Ability to travel and deploy nationwide in support of disaster response and recovery operations.

Responsibilities

  • Serve as the primary deputy to the Program Manager and act on behalf of the Program Manager when designated.
  • Coordinate day-to-day contract execution to achieve strategic objectives, performance goals, financial targets, and customer expectations.
  • Coordinate with FEMA leadership, CORs, task order managers, subcontractors, and stakeholders to facilitate successful contract performance.
  • Monitor operational performance, identify risks and issues, and implement corrective actions to maintain program effectiveness.
  • Support surge staffing activities, including workforce planning, deployment coordination, personnel tracking, and resource allocation.
  • Lead or support program reviews, readiness assessments, executive briefings, and performance monitoring activities.
  • Support implementation of quality management processes and continuous improvement initiatives.
  • Assist in managing program schedules, budgets, deliverables, subcontractor performance, and contract compliance requirements.
  • Prepare reports, metrics, dashboards, and executive briefings regarding program status, performance, risks, and mitigation strategies.
  • Ensure compliance with FEMA guidance, contractual requirements, federal regulations, cybersecurity requirements, records management policies, and privacy standards.
  • Maintain close coordination with program leadership to ensure continuity of operations across all contract activities.
  • Support customer engagement efforts and maintain positive working relationships with FEMA and other key stakeholders.
  • Promote employee development, safety awareness, teamwork, and operational excellence throughout the program.
