Job summary

Parsons is seeking a Deputy Program Manager/Construction Services Manager for the METC Recapitalization at San Antonio. You’ll work with government, designers, and contractors to guide risk, protect government interests, and deliver a high-profile progressive design-build campus for medical students.

You will lead field and factory inspection programs, coordinate diverse teams, and ensure safety, schedule, and cost performance while shaping a landmark infrastructure program.

Qualifications

• Bachelor’s degree in engineering, construction management, or a closely related field.
• 12+ years of construction experience with 5+ years supervising field teams.
• Experience managing QA, multidisciplinary building construction, schedule recovery, and contractor interfaces.
• Ability to interpret drawings, specifications, inspection records, and construction schedules.

Responsibilities

• Direct construction and factory assurance activities; act as deputy to the Program Manager.
• Coordinate site and factory inspectors to verify work and maintain schedule.
• Lead risk-based surveillance, planning, and daily construction reporting.
• Integrate factory output, transport, foundations, module installation, and utilities.
• Coordinate inspections, first-article reviews, hold points, and NCR resolution.
• Validate field progress with scheduler, cost analyst, and contracts specialist.
• Coordinate outages, access, environmental observations, and safety escalation.
• Lead readiness and turnover reviews; represent the PM with delegation.
