Deputy Program Manager

This job requisition outlines the responsibilities and qualifications for the role of ICAM Program Support Lead. The selected candidate will serve as the primary focal point for all program activities, coordination, reporting, and workforce management related to ICAM operations.

Key Responsibilities
  • Serve as the primary focal point and be responsible for all ICAM-related activities.
  • Attend ICAM meetings and document meeting minutes, including date, time, location, attendees, significant discussions, action items, and due dates.
  • Manage support within the Washington DC office and coordinate activities with the on‑site government program managers.
  • Manage contract registrar movement in the field and replacement of government‑issued equipment.
  • Ensure credentialing site personnel are trained and have completed Access Registrar and Activator hands‑on training.
  • Develop, maintain, and deliver project documents including work performed, travel budget monitoring, expenditure reporting, weekly and monthly status reports, and other assigned documentation.
  • Prepare and provide a monthly list by name of Credentialing Specialists with addresses depicting annual travel, time away from office, and dollar amounts.
  • Meet with the appointed Government Representatives for monthly meetings.
  • Prepare and submit monthly progress reports that reflect work progress and expenditure status for each task.
  • Ensure the Contractor team attends appropriate meetings and documents meeting minutes for each meeting attended.
  • Prepare daily card actions report for each credentialing specialist and submit it to Government Representatives within the next business day.
  • Maintain a Workforce Management program showing all locations and the status of each credentialing specialists in real‑time.
  • Writing and Communication Skills
  • Support the government operations by issuing credentials to all eligible personnel.
  • Effectively respond and resolve credential‑related issues.
  • Travel up to other locations to conduct credentialing activities.
  • Conduct credential inventory using the credential inventory tool (CIT) and ensure SmartIDs are stored in locked containers.
  • Assist and develop reports and various metrics to show performance of the credential issuance and operations.
  • Extract reports from access systems to assist and resolve data and lifecycle issues.
  • Monitor access control system to track card issuance, certificate re‑key and failure to print.
Required Skills
  • 8+ years of experience managing similar projects in scope and size.
  • Must be able to qualify staff like access under the government minimum background investigation (MBI) standards.
  • Must complete a favorable national agency check with inquiries (NACI) with Tax and credit check.
  • In depth knowledge to operate credentialing equipment to complete issuance and returning proper credentials to and from all government employees and contractors (e.g., SmartID, PAC Cards, Access Cards, and Pocket Commission).
  • Bachelor’s Degree or 2‑4 years’ experience supporting and executing identity, access, credentialling management services.
  • Knowledge with HSPD‑12 directives, PIV credentialing process, Federal Information Processing Standards Publication (FIPS PUB) 201, Public Key Infrastructure (PKI), and Federal Identity, Credential, and Access Management (FICAM) and requirements.
  • Project Management Professional (PMP) - desired.
  • Security+ or other cyber security certificates desired.
  • Extensive knowledge in Microsoft Applications: Microsoft Access, Word, PowerPoint, SharePoint, and Excel.
