Job description

The Senior Program Manager (Sr. PM) serves as the overall lead and primary authority for all ICAM program operations. The Sr. PM is accountable for contract performance, workforce management, stakeholder engagement, reporting, compliance, and successful execution of all Identity, Credential, and Access Management (ICAM) activities.

This role provides executive-level oversight of credentialing operations, directs the ICAM Program Support Lead (Deputy PM), and serves as the senior interface with Government Program Managers and Contracting Officer Representatives (CORs).

Key Responsibilities
  • Serve as the senior authority responsible for all ICAM-related activities, deliverables, and contract performance.
  • Provide leadership and direction to the ICAM Program Support Lead and credentialing teams.
  • Ensure compliance with contract requirements, federal ICAM policies, and performance standards.
  • Oversee workforce planning, staffing, surge support, and field resource allocation.
Government & Stakeholder Engagement
  • Serve as the primary senior interface with Government Representatives and Program Managers.
  • Lead monthly and ad hoc program review meetings with Government stakeholders.
  • Provide executive-level briefings on program status, risks, performance metrics, and financials.
  • Coordinate activities between Washington, DC operations and field credentialing sites.
  • Oversee preparation and submission of:
  • Monthly progress reports reflecting work progress and expenditure status
  • Travel budget monitoring and expenditure reporting
  • Workforce management reporting
Workforce & Operational Management
  • Maintain oversight of Workforce Management program tracking credentialing specialists in real-time across all locations.
  • Ensure credentialing site personnel are fully trained and compliant with Access Registrar and Activator requirements.
  • Oversee contract registrar movement, equipment accountability, and replacement of government-issued equipment.
  • Ensure SmartID inventory management and compliance with credential inventory tool (CIT) requirements.
  • Monitor access control systems for card issuance, certificate rekey, and print failures.
  • Ensure extraction and analysis of access system reports to resolve data and lifecycle issues.
ICAM Operational Execution
  • Support government operations in credential issuance to eligible personnel.
  • Ensure compliance with:
  • HSPD-12 directives
  • FIPS PUB 201 standards
  • PIV credentialing processes
  • Public Key Infrastructure (PKI)
  • Provide oversight for credential inventory control and secure storage procedures.
Required Qualifications
  • 10+ years of experience managing programs of similar scope, size, and complexity.
  • Project Management Professional (PMP) – REQUIRED
  • Bachelor’s Degree (or equivalent experience supporting identity, access, and credentialing management services).
  • Extensive experience in Federal ICAM, PIV credentialing, and HSPD-12 environments.
  • In-depth knowledge of:
  • FIPS 201
  • PKI
  • FICAM requirements
  • SmartID, PAC Cards, Access Cards, and Pocket Commission processes
  • Experience managing multi-site credentialing operations and workforce deployment.
  • Must qualify staff under government minimum background investigation (MBI) standards.
  • Must complete a favorable NACI with tax and credit check.
