Job summary

Qualifications

Travel: Regular onsite support at HRSA Headquarters in Rockville, MD
Clearance: Ability to obtain and maintain required federal suitability/public trust requirements

Position Summary

PCI Professional Services is seeking a highly collaborative, customer-focused, and results-oriented Deputy Program Manager to support a portfolio of Health Resources and Services Administration (HRSA) programs and modernization initiatives.

The Deputy Program Manager will serve as a key member of the program leadership team, partnering closely with the IDIQ Program Manager, other Deputy Program Managers, government stakeholders, Contracting Officer Representatives (CORs), project teams, and partner contractors to ensure successful execution of contract requirements.

This role requires a strong onsite presence and frequent interaction with government customers. The successful candidate will be comfortable facilitating meetings, developing trusted client relationships, coordinating activities across multiple stakeholders, and driving delivery excellence in dynamic federal environments. This individual will represent the company professionally in customer-facing settings and help maintain strong partnerships that contribute to contract success and growth.

Key Responsibilities
Customer Engagement & Relationship Management
  • Serve as a primary day-to-day interface with HRSA stakeholders.
  • Build and maintain strong relationships with CORs, federal staff, and partner contractors.
  • Attend and facilitate onsite meetings, briefings, workshops, work sessions, and leadership discussions.
  • Coordinate communication among government and contractor teams.
  • Monitor and help resolve issues, risks, and stakeholder concerns.
  • Support effective collaboration across multiple vendors and government organizations.
Program & Project Management
  • Support management and execution of federal contracts and task orders.
  • Coordinate schedules, milestones, activities, risks, issues, dependencies, and action items.
  • Monitor project performance and support achievement of contract objectives.
  • Ensure alignment with scope, schedule, budget, and quality requirements.
  • Assist with development and maintenance of project management plans, governance processes, and performance reporting.
  • Support contract compliance and deliverable management activities.
Executive Communications & Reporting
  • Develop executive briefings, presentations, dashboards, reports, and communication materials.
  • Prepare meeting agendas, minutes, decision logs, and action item trackers.
  • Support leadership reviews and customer-facing presentations.
  • Translate complex information into concise, actionable executive communications.
Strategic Operations & Modernization Support
  • Coordinate activities across government stakeholders, contractors, and vendor teams.
  • Support PMO, modernization, transformation, organizational change, and strategic operations initiatives.
  • Assist with identification, assessment, and mitigation of program risks.
  • Contribute to process improvements and operational effectiveness initiatives.
  • Support implementation of governance, reporting, and stakeholder engagement frameworks.
Team Leadership & Collaboration
  • Coordinate and collaborate with multidisciplinary teams.
  • Mentor junior staff and support knowledge-sharing activities.
  • Foster a culture of accountability, professionalism, and customer service.
  • Support recruiting, onboarding, and workforce development activities as needed.
Required Qualifications
  • Bachelor's degree from an accredited college or university in Business Administration, Public Administration, Health Administration, Public Health, Communications, Organizational Leadership, or a related field.
  • Eight (8) or more years of professional experience supporting federal programs, contracts, consulting engagements, or project management efforts.
  • Demonstrated experience working directly with federal government clients and stakeholders.
  • Experience supporting program management, project management, PMO operations, strategic initiatives, or organizational transformation efforts.
  • Strong meeting facilitation, stakeholder engagement, and relationship management skills.
  • Experience developing executive-level presentations, reports, and communications.
  • Exceptional written and verbal communication skills.
  • Strong organizational skills with the ability to manage multiple priorities simultaneously.
  • Proficiency in Microsoft Office Suite, including PowerPoint, Excel, Outlook, Teams, and Word.
  • Ability and willingness to work onsite in Rockville, Maryland on a regular basis.
Preferred Qualifications
  • Master's degree in Public Health (MPH), Health Administration (MHA), Business Administration (MBA), Public Administration (MPA), Organizational Development, Management, or a related field.
  • Project Management Professional (PMP) certification.
  • Experience supporting HRSA, HHS, CMS, NIH, CDC, SAMHSA, or other federal health agencies.
  • Experience supporting PMO, modernization, organizational change management, strategic planning, or transformation initiatives.
  • Experience operating in complex multi-vendor environments.
  • Experience supporting federal acquisition programs and CORs.
  • Experience with Microsoft Project, Power BI, SharePoint, Jira, Smartsheet, or related collaboration and reporting tools.
