Job summary

ECS seeks a Deputy Program Manager to lead the DHS Continuous Diagnostics and Mitigation (CDM) program from our Fairfax, VA office. You will drive SAFe delivery, ITIL-based operations, and cross-team collaboration for a multi-discipline cyber and systems engineering effort.

As a servant leader, you will oversee more than 200 individuals, shape delivery frameworks, manage risk, and coordinate with customers on performance, staffing, and resource alignment in a federal program environment.

• 12+ years of progressive cybersecurity and program leadership experience.
• Experience managing multiple high-visibility IT/cybersecurity projects.
• Experience managing projects supporting the Federal government.

ECS is seeking a Deputy Program Manager to work in our Fairfax, VA office.

Everforth ECS is seeking an experienced cyber leader to serve as the Deputy Program Manager to support the Department of Homeland Security (DHS) Continuous Diagnostics and Mitigation (CDM) program, providing day-to-day oversight and leadership of CDM technical team operations including solution design, configuration, testing, release management, production operations, security engineering, and knowledge management services using Scaled Agile Framework (SAFe) and ITIL methodologies.

The ideal candidate will operate as a "servant leader" to a team of over 200 individuals by proactively seeking ways to define and improve processes to align and optimize resources across functional areas.

Key Responsibilities

• Technical Operations Leadership

• Manage the day-to-day execution of all technical delivery teams to ensure seamless operational flow

• Oversee day-to-day engineering task oversight and management

• Provide technical SLA oversight and ensure SLAs are reflected in team plans

• Monitor and manage oversight of critical path items

• Workforce & Performance Management

• Ensure the right people are in the right positions (manage technical staffing)

• Conduct resource estimation, staff alignment, and accountability

• Oversee staff onboarding and security processes

• Ensure roles are clearly defined and teams are held accountable for service delivery

• Systems Engineering

• Oversee systems engineering optimization

• Define systems for effective end-to-end systems engineering best practices

• Work with team leads to identify and implement systems engineering best practices and process improvements

• Program Management

• Assist with execution of program management duties, responsibilities and SAFe delivery model

• Coordinate SELC coordination and compliance

• Work closely with the customer and team to define and implement delivery frameworks and strategies

• Formulate, organize, and monitor inter-connected projects

• Conduct ongoing risk and opportunity management

• Apply change, risk, and resource management to fulfill program objectives

Salary

$190,000 - $210,000

• Proven knowledge and experience managing projects supporting the Federal government
