DEPUTY HUMAN RESOURCES BUSINESS PARTNER (HRBP)

Job Overview

The Department of Social Services (DSS) is part of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA aims to fight poverty and income inequality by providing essential benefits, while DHS works to prevent and address homelessness. Human Resources Solutions (HRS) supports these departments by creating an inclusive, motivated, and client-centered workforce.

Position Details

We are recruiting for one (1) Associate Staff Analyst to serve as a Deputy HR Business Partner (HRBP). Responsibilities include:

  1. Initiating and completing online Personnel Action Requests (ePAR) for hiring processes.
  2. Managing transactions affecting hiring, promotions, and salary adjustments.
  3. Performing budget and headcount analyses, ensuring reconciliation, and advising HRBP of issues.
  4. Drafting specifications for CPS actions, with review and approval by HRBP.
  5. Facilitating interactions with Recruitment, Classification, Payroll, Employee Benefits, and other HR functions.
  6. Assisting in creating job descriptions and organization charts for classification and organization development.
  7. Monitoring HR transactions for onboarding, leaves, payroll, and labor relations, utilizing HRIS systems.
  8. Facilitating staff transfers and ensuring proper documentation.
  9. Preparing periodic status reports for HRBP and program heads.
  10. Maintaining knowledge of HR policies and recommending operational modifications.
  11. Representing HRBP at meetings and fact-finding sessions.
  12. Planning and executing employee recognition and diversity programs.
Work Details

Location: 4 World Trade Center, New York, NY

Schedule: 9 AM - 5 PM

Minimum Qualifications
  • A master's degree in relevant fields and one year of professional experience, or
  • Baccalaureate degree and three years of experience, or
  • Associate degree and five years of experience, or
  • High school diploma and seven years of experience, or
  • Equivalent education and experience combinations.
Additional Information
  • This position is open to candidates under the 55-a Program for persons with disabilities.
  • Eligible for federal and state loan forgiveness programs.
  • NYC residency required within 90 days, with some exceptions.

Compensation

$79,473.00 – $91,394.00 annually.
