Job summary

IEUA is seeking a Deputy General Manager to provide agency-wide strategic leadership, policy direction, and operational oversight across Finance, Information Technology, Human Resources, and Risk Management.

Reporting directly to the General Manager and joining a newly formed executive leadership team, this role serves as a hands-on collaborator and change‑management champion during active growth and structural rebuilding.

Qualifications

• Bachelor’s degree required; master’s preferred in Business/Public Admin, Engineering, Finance, Environmental Science, or related field.
• Ten years of progressively responsible management in a complex public agency, utility, or regulated environment.
• CPA/CFA or senior HR certification is desirable.

Responsibilities

• Oversee operational performance and cross-functional coordination for a multi-division public utility.

Inland Empire Utilities Agency (IEUA) is a regional wastewater treatment agency and wholesale distributor of imported water serving approximately 950,000 people across 242 square miles in western San Bernardino County. The Agency provides wastewater treatment, recycled water, groundwater recharge, composting, and imported water services through a large and complex regional utility system. IEUA is governed by a five-member Board of Directors, has projected revenues and other funding sources of $509 million for FY 2026/27, a Ten-Year Capital Improvement Plan totaling $1.6 billion, and 387 budgeted full-time and limited-term staff.

The Deputy General Manager is a key executive position reporting directly to the General Manager. This role provides agency-wide strategic leadership, policy direction, and operational oversight across major organizational divisions. The Deputy General Manager plays a pivotal role in implementing short- and long-term priorities, ensuring organizational alignment, and serving as the General Manager in their absence.

The ideal candidate is an executive leader who thrives in a nimble, dynamic environment and can provide strategic oversight to IEUA's administrative portfolio, specifically overseeing Finance, Information Technology, Human Resources, and Risk Management. As part of a newly forming executive leadership team alongside the General Manager and another Deputy General Manager, this individual will serve as a strategic partner and key change-management champion for an agency undergoing active growth and structural rebuilding.

Requires a bachelor’s degree (master’s degree preferred) from an accredited institution in Business/Public Administration, Engineering, Finance, Environmental Science, or a related field; at least ten years of progressively responsible management experience in a complex public agency, utility, or regulated environment, including five plus years at a senior management level. Also, certification such as a Certified Public Accountant (CPA), Chartered Financial Analyst (CFA), or senior HR certification is desired.

Salary: $296,774 to $361,590
