The Texas Department of Transportation (TxDOT) is seeking a Deputy Director of Fleet Operations to supervise statewide fleet activities including automobiles, trucks, and construction equipment. You will advise on fleet programs, policies, and resource allocation, and help manage budgets for capital, rental/leasing, and operations.

Qualifications

• Bachelor’s degree required; substitutions with experience allowed.
• Seven years of management-related experience; three years supervisory experience.
• Valid driver’s license required; ability to operate a state vehicle.

Responsibilities

• Advise the Statewide Fleet Director on program merits, resource allocations, and policy direction.
• Oversee development, coordination, and monitoring of equipment budgets (capital, rental, and operations).
• Develop and implement equipment life cycle management systems.
• Ensure district/division equipment availability and emergency response readiness.
• Plan deployment strategies to maintain an effective fleet size.

Assists in overseeing the activities of the Fleet Operations Division to include fleet procurement, utilization, assignment, and repair in every TxDOT location. Assists and directs the implementation of department policies, programs, and strategies consistent with Federal and State law and directives issued by the Commission. Oversees the implementation of software and reports that help manage fleet operations to be most efficient and effective. Plans, assigns, and supervises the work of others. Reports to the Statewide Fleet Director. Work requires extensive contact with high-level executives, governmental officials, private entities, internal agency audiences, and the public. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties

• Advises the Statewide Fleet Director on technical merits of programs, appropriation of resources, programs, and policies related to fleet operations.
• Assists in overseeing the development, coordination and monitoring of equipment capital budgets, rental and leasing budgets and equipment operating budgets.
• Develops and implements equipment life cycle management systems.
• Insures equipment needed by districts and divisions for daily operations is available.
• Ensures the department is able to respond to emergencies through moving department and rented equipment as needed.
• Oversees equipment recalls, safety campaign notices and equipment preventive maintenance advisories.
• Oversees the development of deployment strategies to ensure the most capable and cost effective fleet size.
• Plans, develops and evaluates policies; reviews guidelines, procedures, rules and regulations; monitors compliance.
• Performs other job responsibilities as assigned.

Minimum Qualifications

Education

Bachelor's Degree in a related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience

• 7 years of experience in Management related activities (Experience can be satisfied by full time or prorated part time equivalent) Related graduate level education may be substituted for experience on a year per year basis.
• Must have three (3) years managerial/supervisory experience.

Licenses and Certifications

Valid driver’s license. This position requires driving a state vehicle.
