Position Information

The TxDOT Support Services Division is looking for a Facilities Planning & Management Section Director to lead statewide facility planning, construction, maintenance, and space management efforts. This role oversees capital improvement projects and budgets, facility design and construction, space planning, and security programs for all TxDOT facilities. The section director manages administrative and professional staff and contracts, works with consultants and construction teams, and collaborates with executive leadership, government officials, and private-sector partners to support TxDOT's facilities across the state.

Oversees statewide facilities planning, capital improvement budget, architectural/engineering services and maintenance and repair activities. Responsible for management and oversight of staff of architects/engineers and other technical employees engaged in statewide facilities planning and management. Reports to the Support Services Division Deputy Director. Work requires contact with high-level executives, governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the product.

• Analyzes, develops, recommends and/or implements facilities management policies and procedures.


• Coordinates with TxDOT organizational directors and employees, governmental officials and private entities regarding management activities for all TxDOT facilities.


• Develops short- and long-term master plans, assists in project prioritization and prepares project implementation schedules and assignment of workload.


• Directs the planning, prioritization and implementation of the Department's Capital Improvements Program and Budget; recommends procedures, staffing and funding for capital improvements and other programs.


• Oversees and/or prepares plans, specifications and estimates and seals, bids and performs construction administration of routine facilities contracts (RFCs).


• Plans, develops, evaluates, interprets, and coordinates statewide facilities and construction policies, review guidelines, procedures, rules and regulations and monitors compliance.


• Oversees consultant and construction contracts for facilities-related professional and construction services.


• Oversees leased space, new facility design and construction; and existing facility alterations, expansions and improvements.


• Oversees the space planning, space allocation and executing of statewide physical personnel and equipment relocations.


• Oversees, coordinates and manages architectural/engineering consultant selection and evergreen contracts.


• Provides program analysis; prepares and presents reports pertaining to facilities management activities.


• Represents the Department at facilities management/acquisition activities, business meetings, legislative sessions, conferences, seminars and committees.


• Serves as consultant to staff facility engineers and oversees the coordination of architectural work with engineering staff and technical support associates.


• Supervises professional and technical staff.


• Directs the development and implementation of the Department's Master Space Utilization Plan for all TxDOT facilities.


• Oversees the department's energy management program and the statewide physical security program.


• Oversees the department's facilities construction, preventive maintenance, minor repairs activities, and building services standards and contracting.


• Coordinates the development of designs, drawings, standards, specifications and cost estimates for construction projects, infrastructure, specialized equipment and instruments.


• Supervises TxDOT employees by assigning duties; authorizing personnel actions; approving leave requests; conducting career conversations; and motivating team to accomplish established goals.


• Performs other job responsibilities as assigned.

Minimum Qualifications:

Education:

Bachelor's Degree in Architecture, Engineering or related degree accepted by TX PELS

Experience:

• 4 years of experience in in architectural design as a Registered Professional Architect OR in engineering as a Licensed Professional Engineer( LPE). (Experience can be satisfied by fulltime or prorated parttime equivalent) Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications


• Must have three (3) years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.

• Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.


• Must be currently licensed as either a Registered Professional Architect OR Licensed Professional Engineer.

Valid driver's license. This position requires driving a state vehicle.

Preferred Qualifications:

Experience in architectural and engineering concepts, construction project management, and facility operations.
