Job summary

New York City Department of Citywide Administrative Services (DCAS) seeks a Deputy Director, Energy Budget & Billing to lead citywide energy budgeting, contract oversight, and monthly billing processes. You will help shape annual energy budgets and analyze agency energy data to identify cost-saving opportunities.

You will manage utility billing workflows in the Financial Management System, perform reconciliations, and advise leadership on strategic energy solutions.

Qualifications

  • Master's degree in economics, finance, accounting, business or public administration with relevant experience.
  • Two years of professional experience in budget/financial administration or related areas.
  • Supervisory experience in a large public or private organization.

The Division of Energy Management serves as the hub for energy efficiency and emissions reduction throughout NYC government operations, supporting our agency partners’ progress towards the City’s major emissions reduction and energy objectives. The Energy Management team concentrates their efforts in six areas: the City’s energy supply, clean energy generation, demand response & load management, energy efficient operations & maintenance, energy efficiency retrofit projects, and energy training & innovation.

The Deputy Director, Energy Budget & Billing will be responsible for:

  • Assisting in development of annual citywide HLP budget, including:
    • Collecting information annually from agencies and other energy stakeholders on estimates of changes in energy; and analyzing and summarizing the information using existing processes;
    • Developing additional processes for analysis and summary;
    • Developing rate tables based on utility rate structures and commodity prices.
  • Preparing contracts and related documents to enable payment of bills:
    • Using the city’s Financial Management System (FMS) to monitor and report on payments and contract balances;
    • Recommending, approving and initiating budget modifications and encumbrances as appropriate;
    • Performing all necessary reconciliations steps and processes to ensure accurate and timely accounting of utility payments; and any other related efforts to ensure completion of these tasks.
  • Handling regular monthly tasks related to utility bills, under initial direction and methods and then with latitude for developing new methods:
    • Perform data entries of paper bills where electronic bills are not provided;
    • Submitting utility bill invoices for payment;
    • Serving as second reviewer/approver of utility bills Providing billing cost allocation by budget code and agency;
    • Issuing invoices and overseeing reimbursements;
    • Tracking utility- and account-specific credit balance;
    • Responding to utility payment inquiries;
    • Analyzing and presenting results to department leadership.
Minimum Qualifications
  1. 1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
  2. 2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above; or
  3. 3. An associate degree or completion of 60 semester credits from an accredited college and six years of full-time satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above; or
  4. 4. A four-year high school diploma or its educational equivalent approved by a state’s department of education or a recognized accrediting organization and eight years of full-time satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above; or
  5. 5. A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

New York City residency is generally required within 90 days of appointment.
