Job summary

Ventura County Sheriff Emergency Services is seeking an experienced Deputy Director of Emergency Services to plan, direct, and manage countywide emergency programs. You will advise the Director on emergency management matters and supervise a multidisciplinary team across preparedness, response, recovery, and homeland security initiatives.

The role requires serving as an executive during disasters, coordinating with local governments and federal partners, and leading operational-area activities,

Qualifications

  • Bachelor’s degree in Emergency Management, Public Administration, Homeland Security, Business Administration, or a closely related field.
  • Three years of progressively responsible experience in emergency management, public safety, homeland security, disaster recovery, mass care and sheltering, or related governmental/military operations, with at least two years in an operational leadership role.

Responsibilities

  • Direct and manage Ventura County's comprehensive emergency management program, including mitigation, preparedness, response, recovery, and resilience initiatives.
  • Act on behalf of the Director of Emergency Services as assigned.
  • Supervise professional, technical, administrative, and support staff in emergency management and homeland security activities.
  • Develop and maintain countywide emergency management policies, procedures, plans, and programs, including EOC-related plans.
  • Coordinate Operational Area emergency management activities with local governments, agencies, and partners.
  • Provide guidance on emergency management laws, regulations, standards, and best practices.
  • Represent Ventura County Sheriff Emergency Services on committees and task forces.
  • Administer homeland security, emergency management, hazard mitigation, and disaster recovery grants and related funding programs.
  • Assist with contract administration, procurement, and vendor management for emergency management programs.
  • Prepare reports, presentations, grant applications, and policy recommendations for executive leadership.
  • Assist in public warning and emergency notification systems and emergency communications programs.
  • Oversee or coordinate emergency management training, exercises, and corrective action programs.
  • Respond to emergencies and disasters; participate in EOC activations; provide leadership in ICS and ICS-related roles.
  • Participate in the Duty Officer Program for after-hours emergency coordination.
  • Other duties as assigned.
