Job description

GENERAL DESCRIPTION OF DUTIES:

The purpose of this classification is to perform administrative work assisting the City Manager in the performance of managerial duties and providing leadership to City departments.

Appointed by and reporting directly to the City Manager, the Deputy is responsible for assisting the City Manager in overseeing the delivery of high-quality City services, including providing leadership and direction to assigned department heads and other staff providing a full range of the following services:

  • Business and Economic Development;
  • Capital Construction;
  • Code Enforcement;
  • Community Development;
  • Emergency Management;
  • Finance;
  • Fire-Rescue;
  • Community Services;
  • Internal Services (including human resources, information technology, and procurement);
  • Parks and Recreation functions, programs, and activities;
  • Police;
  • Streets & Stormwater;
  • Utilities;
  • Real Estate and Asset Management Services; and
  • Tourism, Arts, and Culture.

The Deputy City Manager will offer insight and expert analysis to assist the City Manager and City Council in formulating and implementing short and long-range goals for City redevelopment and management. The Deputy City Manager will interact with the City Council, the community, and other local government stakeholders to ensure that the ongoing business of planning for the City of Naples’ future remains a highly inclusive and collaborative process. Other duties of the Deputy City Manager will include assisting the City Manager with the following, among other things:

  • Directing and coordinating staff work and operating departments.
  • Working with other neighboring jurisdictions, such as the county, state, and federal government, other governmental agencies, local citizens, and interest groups; assisting with media relations and public relations;
  • Responding to and solving citizen problems; devising policy recommendations, and advising the City Manager of recommendations.

The Deputy City Manager will play a key role on the Senior Management team in the continuously evolving and changing role of the City government. The City of Naples embraces its responsibility to continually improve relationships in and among the community and surrounding areas, including its relationship with the local business community. The City continues to balance meeting the needs of residents and the local businesses within the community while preserving the City’s historic culture and quality of life. The City is the heart of a rapidly growing county (Collier) of approximately 400,000. Naples’ business districts are very successful and attract traffic as well as new businesses. With all this success, it remains important to balance the future development and growth of the City of Naples with the wants and needs of its residents.

Among the next Deputy City Manager’s key priorities will be collaborating with the City Manager, Senior Leadership, and City Council to update the comprehensive plan and corresponding building codes; thoughtfully manage growth and redevelopment; strengthen community resiliency; replace aging infrastructure; and identify the resources needed at full City buildout.

THE IDEAL CANDIDATE

The ideal candidate will combine a strong customer service focus and business sense with a demonstrated history of fiscally prudent management, including managing expenses, preserving investment in essential services, and expanding revenue sources through state and federal grants. Experience in urban planning and redevelopment, with an understanding of how to anticipate and strategically guide buildout in a coastal community, would be beneficial.

The successful candidate will have a proven record of inclusive and transparent leadership and a strong commitment to sustaining a culture of customer service and community engagement. The candidate will possess the leadership presence, capacity, and experience necessary to succeed as a critical member of the City’s Senior Management Team, along with the personal and professional acumen to assume the role of City Manager should the need arise, coupled with a desire and readiness to successfully lead the organization in the future.

  • Ability to collaborate effectively with Countycounterparts;
  • Implement short and long-term capitalimprovement plans, projects, and budgets;
  • Politically astute without being political;
  • Professional, consistent, and impartial in dealing with staff, citizens, and the CityCouncil.
Experience

Requires a minimum of ten (10) years of progressively responsible experience in municipal administration that clearly demonstrates the ability to lead the activities of a complex municipal government.

Education:

Bachelor’s degree in Public Administration, Business Administration, or closely related field; a Master’s degree in public administration, business administration, or a related field is preferred, but not required.

A comparable combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this position; may be substituted for the minimum qualifications.

OTHER REQUIREMENTS:

The City of Naples is a Tobacco‑Free Workplace. Applicants for the City of Naples must not have been a user of tobacco products for at least six (6) months immediately preceding an application for employment; and, if hired, must maintain non-use of tobacco products for the duration of employment with the City of Naples. Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing, and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.

Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
