Job summary

Baltimore City is seeking a Deputy Chief of Human Resources to lead HR operations within the Department of Public Works. This role supervises HR staff, implements policies, and ensures compliant, timely HR services citywide.

The incumbent oversees Talent Acquisition, Classification & Compensation, Payroll, Benefits, and HRIS, driving workforce planning and strategic initiatives. A strong leadership presence and collaboration with City partners are essential.

Qualifications

• Bachelor’s degree in business administration, public administration, management, or related field.
• Ten years of progressively increasing responsibilities including 4 years of supervisory experience.
• Equivalency notes may be used in lieu of the degree.

Responsibilities

• Manage and coordinate daily HR operations to ensure efficient, consistent service across DPW.
• Provide direct supervision to HR supervisors and professional staff, set priorities and ensure accountability.
• Coordinate Talent Acquisition, Classification & Compensation, Employee & Labor Relations, Payroll, HR Administration, Benefits and Leave, HR Compliance.
• Monitor HR performance, develop workforce metrics, identify challenges, and suggest improvements.
• Collaborate with DHR, Law, and other City agencies on personnel-related matters.
