Job summary

Howard County Government seeks a Deputy Bureau Chief of Utilities to lead the DPW Bureau of Utilities in water distribution, wastewater collection, and a water reclamation plant. The role covers budgeting, procurement, and regulatory oversight, with acting duties in the Bureau Chief's absence.

The ideal candidate has an engineering degree, six years of relevant experience, and a Maryland PE or Architect license, plus strong leadership and project management skills.

Qualifications

• Bachelor's Degree in Engineering and six years related experience.
• Maryland Registered Professional Engineer and/or Maryland Licensed Architect license.
• Experience supervising technical staff in water, sewer, or utilities preferred.

Responsibilities

• Leadership & Management: oversee Bureau of Utilities, act as Acting Bureau Chief in absence of the Bureau Chief, manage leadership, administration, and budget.
• Infrastructure & Asset Management: coordinate long-range infrastructure replacement, asset condition assessments, lifecycle planning, and capital project implementation.
• Regulatory Compliance: ensure adherence to EPA, MDE, OSHA, and county permits; oversee CMOM and annual Water Audit.
• Operations & Emergency Management: oversee OT/SCADA systems, cyber security initiatives, emergency response planning.
• Financial Administration: direct operating budget development, long-range financial planning, procurement and contract controls.
• External Relations: coordinate with regional utility providers and regulatory agencies; manage intergovernmental agreements.
