Job summary

Parkland Health seeks a senior information systems professional to oversee dept. IS operations, including database creation, maintenance, and reporting. The role collaborates with IT to ensure robust systems for clinical and administrative use.

  • Must be able to demonstrate an understanding of interdepartmental roles and relations, and to identify system problems and solutions.
  • Must demonstrate knowledge of operating systems in a client-server environment.
  • Must have experience with Database Management Systems operations, maintenance, and backup/recovery.
  • Experience in SQL reporting required (Crystal Reports, Access).
  • Must apply rigorous analytical skills and prioritize work to meet goals.

Responsibilities

  • Provides technical guidance to assigned staff and serves as a clinical and operational resource to management and physician staff.
  • Conducts and coordinates data analysis using sound clinical and technical logic and statistics to signify variance.
  • Provides technical writing support, documenting technical specifications and solutions for area reporting.
  • Serves as a liaison between the department and IT division to implement and utilize IS programs for departmental applications.
  • Participates in relational database analysis and planning.
  • Creates project methodology and data aggregation logic with clinicians and leaders; may serve as project manager.
  • Trains staff to maximize utilization and deliver optimal service to customers.
  • Creates meaningful reports and optimizes designs for departmental management.
  • Manages system hardware and upgrade projects; develops long-term strategic plans for competitiveness.

Primary Purpose

Responsible for the overall information systems operations in the department, including database creation/ implementation/maintenance, applications analysis, project management, and serving as a liaison between the department and the Information Technology (IT) division in order to ensure optimal information systems for the assigned department.

Minimum Specifications
Education
  • Must have a Bachelor's degree in a health related field or Information Systems.
Experience
  • Must have five years of experience in designing and maintaining complex databases, working with application design and system development, and creating statistical reports.
Equivalent Education and/or Experience
  • May have an equivalent combination of education and/or experience in lieu of specific education and/or experience as stated above.
Certification/Registration/Licensure
  • License or certification in area of clinical expertise may be required.

  • Must be able to demonstrate knowledge of clinical and administrative procedures, practices and protocols.
  • Must have in-depth practical knowledge of using information technology to assist in the delivery of fast and efficient patient care.

Responsibilities

Provides technical guidance to assigned staff and serves as a clinical and operational resource to all management and physician staff.

Provides technical writing support, documenting technical specifications and solutions to meet area reporting requirements.

Serves as a liaison between the assigned department and the IT division. Assists in the implementation and ongoing utilization of various programs with regard to IS issues pertaining to departmental applications and our clinical customers, in order to create a partnership.

Participates in the analysis and planning for relational databases.

Creates project methodology and data aggregation logic working with clinicians, operational leaders, and departmental staff to creating reporting results. May serve as a project manager as needed.

Trains assigned staff to ensure maximum utilization of individual and group capabilities, while providing optimal service to both internal and external customers.

Creates meaningful reports and optimizes designs in order to provide an optimal project for departmental management.

Creates and supports standard reporting methods for patient care on a regular basis and for departmental ongoing needs. Provides ad-hoc reports as requested.

Manages system hardware and manages upgrade and replacement projects. Develops long term strategic plans to ensure that the assigned department's systems are competitive with the industry in terms of functionality and capacity.

Job Accountabilities

Identifies ways to improve work processes and improve customer satisfaction. Makes recommendations to supervisor, implements, and monitors results as appropriate in support of the overall goals of the department and Parkland.

Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.

Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
