This position serves a Program Specialist within Health Services, overseeing the Innovation in Behavioral Health (IBH) Model, a Cooperative Agreement with the Centers for Medicare & Medicaid Services (CMS). The specialist provides expertise in integrating behavioral and physical health services for individuals with Medicare and Medicaid, focusing on alternative payment models, addressing health-related social needs, and navigating complex delivery systems as detailed in the IBH Model Notice of Funding Opportunity. This position leads the implementation and oversight of the IBH model cooperative agreement, ensuring all CMS goals and federal requirements are met. In addition, this position is responsible for developing and a robust care delivery framework that integrates physical and behavioral health services, specifically for individuals with moderate to severe behavioral health (MSBH) diagnoses. This position works directly with Practice Participants, state and federal partners, and convening structures to align the IBH Model with Michigan’s Mental Health Code and Medicaid requirements, along with aligning efforts to enhance data sharing, health information technology, and ensures compliance with required reporting and data interpretation standards set by CMS. This position leads the creation of value-based payment structures for Medicaid and Medicare beneficiaries with MSBH, aligning with federal and state policy requirements and ensure the accurate submission of necessary reports, documents, and data to CMS in accordance with the IBH Model’s objectives.

Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level.

The physical location of this position is 400 S. Pine Street, with remote options available. Based on operational needs and within established limits, remote work and alternate or hybrid work schedule requests for this position may be considered.

Selected candidates who have been approved to work remotely or a hybrid schedule must complete that work within Michigan. Candidates should confirm work location and schedule at the time of interview.

Employees will be provided computers to perform state work. Phones may also be provided for necessary communications. If working remotely, employees will be responsible for providing other components of a remote office at their own expense, including:

  • A secure work location that allows privacy and prevents distractions.
  • A high-speed internet connection of at least 25 Mbps download and 5 Mbps upload.
  • Suitable lighting, furniture, and utilities.
