Job summary

NYC Department of Finance's Property Valuation and Tax Mapping division seeks a Deputy Director of Data Modernization & Exemption Analytics. You will lead SCHE, DHE, and SCRIE/DRIE exemption analysis, supervise staff, and advance modeling workflows for property classifications.

Reporting to the Senior Director, you will develop analytical tools, dashboards, and reusable libraries, promote reproducible analytics, and ensure accuracy through rigorous validation and documentation.

Job description

NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

DOF's Property Valuation and Tax Mapping is responsible for valuing more than one million properties in the city and overseeing assessments and valuations in a fair and equitable manner. The valuations enable the efficient and effective collection of property tax revenues for New York City.

Within the Property Valuation and Tax Mapping division, the Property Modeling and Research Group (PMR) develop models for an expanding range of tax classes, leveraging advanced statistical methods, geospatial analysis, and GIS mapping to enhance valuation accuracy and efficiency.

The Property Division is seeking a highly motivated and organized individual to serve as the Deputy Director of Data Modernization & Exemption Analytics within the Division's Property Modeling and Research Group. The selected candidate will serve as the primary technical resource for SCHE, DHE, and SCRIE/DRIE exemption analysis; maintain and enhance computer programs and data models; support the development of analytical tools and internal data products; provide technical guidance to staff and work closely with management.

Reporting to the Senior Director of the Property Modeling and Research Group, duties and responsibilities will include but are not limited to the following:

• Serve as technical lead for SCHE, DHE, and SCRIE/DRIE exemption analysis, responsible for data validation, analytical review, and output quality.
• Supervise and mentor direct reports through code reviews, model validation, and technical coaching to promote best practices.
• Manage and enhance modeling workflows for office and industrial properties, including methodology development, testing, and performance monitoring.
• Contribute to the design, development, and maintenance of analytical tools and internal data products, including dashboards, web applications, internal packages, reusable helper functions, and standardized metrics.
• Support the improvement of analytical workflows by helping transition selected processes to open-source, reproducible, and version-controlled environments.
• Advance assessment operational projects through analytical expertise, ensuring accuracy and usability.
• Prepare technical documentation and explanatory materials to support transparency, reproducibility, and internal knowledge sharing.

This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed between the City and the Collective Bargaining Unit representing employees serving in the civil service title.

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full‑time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full‑time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.

Preferred Skills

• Advanced proficiency in R and Python for data analysis, modeling, and production-quality analytical systems.
• Strong commitment to open‑source, reproducible analytics, with experience using Git/GitHub for collaborative development and implementing test‑driven development and analytical quality assurance practices.
• Strong background in applied statistical modeling or data science in a policy context, with comfort experimenting with and evaluating new modeling approaches to improve analytical rigor, relevance, and impact.
• Experience analyzing property and assessment data, including familiarity with valuation methods, parcel‑level records, tax roll data, and regulatory, zoning, and geospatial factors that shape valuation outcomes.
• Experience building and maintaining internal analytical packages (e.g., custom R packages), or shared libraries.
• Experience deploying, monitoring, and maintaining web‑based analytical applications (e.g. Dash) in production environments, including coordination with IT infrastructure and server environments.
• Proficiency with SQL and relational databases experience integrating data from APIs and external data sources.
• Ability to clearly communicate complex technical concepts to non‑technical stakeholders and leadership.
• Experience working with geospatial data and open‑source tools (e.g., sf, geopandas).
