Job summary

City of Norfolk is seeking an experienced Program Supervisor within the Department of Neighborhood Services to coordinate demolition, fire and safety-related programs and property maintenance initiatives in Norfolk, Virginia. Qualifications

• Five (5) years of experience in demolition or construction and estimations.
• Bachelor's degree or equivalent.

Responsibilities

• Provide oversight for major demolition initiatives citywide, including public buildings and infrastructure.
• Read and interpret technical journals, building codes, site plans, legal documents, and blueprints.
• Prepare demolition scope of work documents, cost estimates and bids.
• Manage contracts with architectural/engineering firms; review invoices and monitor budgets.
• Administer demolition projects: inspections, schedules, design changes, and contract documents.
• Conduct contractor performance reviews and enforce contractual requirements; recommend actions as needed.
• Prepare presentations, reports, and cost analyses for project governance.
• Develop and monitor program budgets; produce monthly financial and narrative cost reports.
• Review site plans for compliance with environmental and water quality regulations; coordinate with other departments.
