Job description

Job Description: Tax and Debt Collection Specialist

Performs technical bookkeeping and accounting-related tasks in locating, tracking, and collecting delinquent real estate and personal property taxes, as well as other debts owed to the City.

Responsibilities:
  1. Provides excellent customer service to both external and internal customers.
  2. Answers telephone inquiries regarding paid and unpaid taxes.
  3. Manages vehicle registration withholding program, including researching accounts, notifying taxpayers, accessing DMV database, and tracking collections.
  4. Manages debt set-off program, including submitting claims, verifying validity, notifying taxpayers, and tracking payments.
  5. Maintains bankruptcy records, researches bankruptcies, calculates amounts due, and manages related filings and proceedings.
  6. Runs delinquent notices for real estate, personal property, business licenses, and meal taxes.
  7. Processes returned checks, notifies individuals, posts payments, and initiates collection actions.
  8. Prepares and issues tax liens and summons, and releases liens when appropriate.
  9. Arranges payment plans by interviewing delinquent taxpayers and documenting agreements.
  10. Researches accounts for bill in equity proceedings, maintains records of property sales, and processes related paperwork.
  11. Assists with bill processing, including supplemental bills.
  12. Maintains Lender Codes.
  13. Processes outgoing mail and payments in the absence of Deputy I.
  14. Performs other duties as assigned.
Minimum Education and Experience:

High school diploma or GED, some college coursework in finance, business or public administration, and at least 2 years of experience in collections or accounting, preferably in a government setting.

Knowledge, Skills, and Abilities:
  • Knowledge of tax laws, bankruptcy procedures, government accounting, and Microsoft Office applications.
  • Basic math, analytical skills, attention to detail, customer service, and computer skills.
  • Ability to work independently, handle numerical data accurately, and manage difficult situations tactfully.
Work Environment and Physical Activities:

Primarily indoor, climate-controlled environment with exposure to noise, temperature variations, and irate customers. Physical activities include crouching, walking, lifting up to 25 lbs, and other movements as specified.
