Qualifications

• One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service.
• Performing funds certification within the execution of a General Fund (GF) budget.
• Interpreting and applying appropriations law, legislative policies, regulations, and guidelines.
• Providing advice to customers and collaborating with colleagues on financial and budget-related information.

Responsibilities

• Performs programming, budgeting, and financial management; develops, reviews, and analyzes budget acquisition plans and multi-year programs.
• Participates in the development and execution of the current year budget and coordinates testimony, exhibits, and support documentation.
• Assists in presentation and defense of budgets and monitors O+M, RDT&E, and Procurement appropriations.
• Analyzes budget execution, recommends fund reallocations, and ensures alignment between program requirements and resources.
• Provides management reports based on program funds execution and interprets plans, policy, and guidance for compliance.
