GovCIO LLC is seeking a Databricks Data Engineer / Training Instructor to serve as Key Personnel for a FEMA OEHP data engineering skills modernization program. This hybrid-remote role supports virtual instruction delivered via Microsoft Teams, including required instructor access to DHS systems.

Role Overview

• Key Personnel for a skills modernization program supporting FEMA OEHP.
• Contract context: one of two required Databricks Data Engineer positions.
• Location: Remote (hybrid) in the Washington, DC metro area.
• Training delivery: virtual sessions via Microsoft Teams, with instructor access to DHS systems required.

Responsibilities

• Act as Key Personnel Databricks Data Engineer and instructor, delivering a customized training and bootcamp program to up to 20 FEMA-OEHP staff already proficient in Databricks.
• Collaborate with FEMA-OEHP stakeholders during a 2-month pre-planning phase to finalize curriculum, project goals, and integration requirements.
• Create and administer an initial ~25-question self-administered skills assessment and tailor tutoring and curriculum depth based on individual results.
• Deliver weekly virtual training mapped to project milestones and integration tasks, using DHS/EHP datasets and real-world data when appropriate.
• Provide two 1-hour 1-on-1 tutoring sessions per week per participant during a 1-month tutoring period.
• Lead weekly seminars that include a core topic and an additional advanced track, combining lecture and hands-on labs.
• Guide project-based learning to build tools and capabilities, including:
  • Vector search tools
  • Data pipelines integrating Databricks with SharePoint, Power BI, ESRI ArcGIS Pro, and Power Platform
  • Predictive compliance-review models
  • Agentic compliance-review tools
  • Related audit, logging, and reporting features
• Deliver Databricks platform training covering advanced notebook development, catalog management and permissioning, pipeline construction and orchestration, MLflow, Delta Lake, Unity Catalog, Genie, AI Gateway/agents, vector search, Data Factory, dashboards, and security best practices.
• Deliver data engineering concepts training including SQL (joins, CTEs, window functions), regex, Python for data transformations, Power BI DAX/M, Git integration, medallion architecture ETL, lakehouse architecture, and distributed compute/Spark.
• Provide targeted training on Power Apps (canvas) and Power Automate (cloud and desktop), including building and diagnosing flows, basic Power Fx syntax, monitoring/diagnostics tools, and security best practices.
• Administer a self-administered ~25-question exit assessment to measure participant growth for program evaluation.
• Develop a standalone, tiered training program (beginner/intermediate/advanced) and a Train-the-Trainer SOP so FEMA can train future employees.
• Support use of DHS/EHP datasets and assist with mapping and updating the EHP data dictionary as part of hands-on exercises.
• Maintain access to DHS computers and comply with required firewall clearances and DHS security requirements.

Required Qualifications

• Bachelor’s degree in Computer Science, Data Engineering, or a related field, with demonstrated deep expertise in Databricks and experience developing or delivering technical training with 12 years (or commensurate experience).
• Deep, hands‑on expertise in Databricks including SQL and PySpark notebooks, Jobs/Workflows, Delta Lake, Unity Catalog, and MLflow.
• Experience implementing vector search within Databricks.
• Experience constructing and orchestrating data pipelines and integrations (for example, Data Factory).
• Experience with AI model development, agentic workflows, and AI Gateway/agent tooling.
• Proficiency with Microsoft Power Platform: Power Apps (canvas), Power Automate (cloud and desktop), and Power Fx.
• Strong skills in SQL (joins, CTEs, window functions), Python, regular expressions, and Git.
• Demonstrated experience developing and delivering technical training curriculum, hands‑on labs, or bootcamp‑style instruction.

Compensation

• Salary Range: USD $175,000.00 - USD $195,000.00 per year
