Job Overview

Provides technical expertise for database design, development, implementation, and data management. Develops relational or object‑oriented databases, parser software, and loading tools. Works from front‑end requirements through acceptance testing and initial operational capability. Assists with system improvement recommendations, optimizes performance, and maintains complex systems using queries, tables, ODBC, and cloud methodologies.

Responsibilities

• Supports database design, development, implementation, and data flow activities.
• Contributes to long and short‑term requirements for database administration and design.
• Analyzes and evaluates system improvements, optimization, and maintenance efforts.
• Translates requirements into usable database schemas, recreates ad‑hoc queries, scripts, and macros, updates existing queries, and manipulates data into master files.
• Assists in developing database parser software and loading software.
• Develops database structures that fit into the overall architecture of the system under development.
• Leads development of database parser software, loading software, and database structures.
• Provides requirement recommendations from project inception to completion for IT subject matter areas.
• Directs overall database structure and manages trade‑offs among data volumes, user numbers, distribution, response times, retention rules, security, and domain controls.
• Oversees messaging protocol and service integration (e.g., Java Messaging, RabbitMQ).
• Stays current with technological developments and recommends new technologies for database, messaging, and software development.

Qualifications

• Minimum ten (10) years’ experience in similar scope, type, and complexity projects, with at least seven years in SQL Server database architecture.
• DoD 8570 compliance with Information Assurance Technical (IAT) Level II or higher.
• Bachelor’s degree in an IT discipline from an accredited institution, or four (4) years of additional database engineering experience may substitute.
• Certification as a LENEL Certified Expert (LCE) with a concentration in databases, obtained within six (6) months of starting the contract.
• General professional experience may be substituted for specialized experience at a 3:1 ratio (three general years for one specialized year).
• Relevant certifications considered equivalent to three (3) months of specialized experience.
• Degree equivalencies:
  • Associate’s degree ≈ 18 months specialized experience.
  • Bachelor’s ≈ 3 years, up to 5 years combined with an Associate’s.
  • Master’s ≈ 2 years, up to 7 years combined with a Bachelor’s.
  • Doctorate ≈ 2 years, up to 7 years combined with a Master’s and Bachelor’s.
• All applicants must have an active high‑level authorization to view nondisclosed information requiring investigative screening and a security background check.
