Job summary

Kent, Campa and Kate Incorporated (KCK) in Norfolk, Virginia seeks a Database Administrator IV to provide engineering and technical support for NIODB data management and EW data libraries.

The role requires Oracle, SQL/PLSQL, XML/XSLT expertise and .NET/WPF development, with DFARS CSWF security compliance and a travel of 5–20 days per year. This is an on-site position.

Qualifications

  • 5 years of relational database development experience, preferably Oracle.
  • Experience designing for SIPR NIODB frontend with Oracle backend.
  • Proven .NET desktop and web app development experience.
  • XML and XSLT for parsing data into Oracle RDBMS.
  • NIODB Desktop (WPF) development and XML data stores.
  • Security certifications per DoD DFARS and CSWF with Security+ on start.

Responsibilities

  • Develop data architectures for NIODB and legacy systems.
  • Support data format conversions (.CSV, XML, JSON) and migrations.
  • Maintain security, documentation, and baselines for software.
  • Sustain NIODB workflow and QA solutions across IW data management.
  • Collaborate with network/config/security to document environment needs.
  • Liaise with organizations to incorporate new formats into NIODB.
  • Support disaster recovery and alternate NIODB site planning.
  • Test, verify, and validate data products and management apps.
  • Support ES/LIBs for Surface EW training databases.
  • Plan and document POAM and Fleet IO capability alignment.
  • Participate in Agile sprints and project management.
  • Estimated travel: 5-20 days per year.

Subject Matter Expert II (SME II) - Technical SIGINT Data & Electronic Warfare – Norfolk, Virginia
Background:

Kent, Campa and Kate Incorporated (KCK) is a federal contracting company that provides professional services to Government Agencies. We are currently seeking candidates for an Database Administrator IV in Norfolk, Virginia. This is an on-site position.

Position Summary:

Database Administrator IVs provide engineering and technical support, assistance, and training for data management, interoperability, database design and development, data standardization and maintenance, data migration, web application software design and development, and EW data analysis/library content development in support of the Navy Information Operations Database (NIODB).

Requirements:
  • Experience Minimum:
    • 5 years demonstrated experience with relational database management systems development with a preference for Oracle, including Simple Query Language (SQL), PL/SQL, and/or T-SQL
    • Demonstrated experience in software application/database design to support development and maintenance of the SIPR NIODB. NIODB is a Microsoft Web Forms / MVC frontend web application supported by a back-end Oracle Enterprise RDBMS.
    • Demonstrated experience in the field of software development with specific prior performance in .NET desktop & web application development.
    • Demonstrated experience in the field of software development with specific prior performance eXtensable Markup Language (XML) including the use of XML schemas and eXtensible (XSLT) Stylesheet Language (XSLT) to support parsing and import of external data products to an Oracle Relational Database Management System (RDBMS).
    • Demonstrated experience in software application/database design to support production of Subsurface EW threat libraries (i.e., SLQ-32, BLQ-10B).
    • Demonstrated experience in software application/database design to support development/maintenance of the NIODB Desktop (stand‑alone). The NIODB Desktop is Microsoft .NET WPF application utilizing .XML data stores.
    • Must hold the appropriate certification per Defense Federal Acquisition Regulation Supplement (DFARS) 48 Code of Regulations (CFR) Parts 239 and 252 Record Identification Number (RIN) 0750-AF52 DFARS: Information Assurance Contractor Training and Certification (DFARS Case 2006-D023). Candidate(s) will require privileged access to development and production systems and must be DOD‑8140 Cyber Security Workforce (CSWF) Certified with specific certification of Security+ upon start of employment.
Work Duties (including, but not limited to):
  • The Database Administrator IV will be responsible for a variety of duties, including but not limited to:
  • Data architecture development for NIODB support to legacy and emerging systems
  • Support conversion of legacy data formats to modern/next generation (.i.e., .CSV,.XML,JSON)
  • Support maintenance, security, and documentation of software installation and configuration base line.
  • Support development and sustainment of NIODB workflow and quality assurance solutions in support of all IW Data Management functions/products.
  • Support network configuration managers, system administrators, and information system security professionals to understand and document development environment requirements.
  • Liaison with National and Service Organizations for incorporating new database formats into the Navy’s authoritative database.
  • Support establishment and maintenance of an alternate NIODB site to sustain disaster recovery and continuity of operations.
  • Support Testing, verification, and validation of data products and data management applications.
  • Support maintenance, development, documentation and sustainment of Surface Electronic Warfare training databases/libraries.
  • Support maintenance, development, documentation and sustainment of Next Generation
  • BLQ-10B subsurface Electronic Support (ES) libraries
  • Development of Plan of Action and Milestones (POAM) and related documentation to support Fleet requirements and related IO capabilities.
  • Support project management employing Agile and sprints as an iterative approach to deliver products/services faster and with less re-work.
  • Estimated travel: 5-20 days per year
