Job summary

DESC (Downtown Emergency Service Center) in Seattle seeks a Data Systems Project Manager to lead a cross-agency effort developing an agency‑wide client data solution. The 12‑month assignment covers needs assessment, scoping, and procurement of software across housing, behavioral health, and medical programs.

You will align IT, compliance, and program staff, draft an RFP, oversee procurement, and drive risk reduction and efficiency improvements across DESC’s client-facing systems.

Qualifications

• 4 years’ project management and/or enterprise procurement experience.
• Proven experience coordinating diverse stakeholders.
• Strong skills in scoping, budgeting and document drafting.
• Demonstrated knowledge of electronic health systems and/or software.
• Excellent communication and leadership across cross-functional teams.

Responsibilities

• Facilitate the Project Steering Committee.
• Interview and shadow staff to document needs across programs.
• Document existing systems for client-related data storage.
• Collaborate with compliance teams to document requirements.
• Evaluate options and present recommendations to steering committee.
• Run procurement processes from solicitation to negotiation.
• Coordinate project communication and change management.
• Create an RFP outlining business, technical, and regulatory needs.
