Job summary

What We Offer

The City and County of Denver offers a competitive salary commensurate with education and experience. The hiring range for this position is $80,000.00 - $90,000.00/year, based on experience and education.

We also offer generous benefits for full-time employees which includes but is not limited to:

NOTE: This position is a limited position, with an expected end date of 6/30/2029.

Location

The City and County of Denver utilizes a hybrid model workplace that balances the responsibilities of public service with the benefits of a flexible work environment. Employees work where needed, at a city site and/or in the field three days a week and telecommute remotely at a designated workplace within the State of Colorado the remaining days.

What You'll Do

As a Data Quality & Compliance Analyst, you will ensure that workforce service providers meet contractual, regulatory, fiscal, and performance expectations. You will manage complex contracts, oversee program data, develop training and guidance, and partner closely with both internal teams and external organizations.

Contract Oversight & Compliance
  • Manage the full contract life cycle-SOW (Scope of Work) development, negotiation, amendments, modifications, and compliance alignment with budgets, policies, and federal guidelines.
  • Oversee service providers by reviewing documentation, invoices, data entry, and participant files to ensure regulatory and programmatic compliance.
  • Lead monthly partnership reviews, provide technical assistance, develop corrective action plans, and conduct quarterly site visits.
  • Create, deliver, and maintain training, guidance, SOPs (Standard Operating Procedures), and tools for internal staff and contracted partners.
  • Conduct research, data analysis, and performance reviews to identify trends, evaluate service delivery, and support operational decision‑making.
  • Collaborate with Workforce Partnerships staff to review and interpret state/local policies and ensure timely implementation by providers.
  • Participate in cross‑departmental workgroups, committees, audits, and monitoring engagements.
Data Management & Quality Assurance
  • Monitor, interpret, and analyze data across multiple systems of record, including Connecting Colorado, Salesforce, Workday, Zengine , and complex Excel‑based datasets.
  • Serve as a technical data subject‑matter expert-guiding colleagues on data systems, data interpretation, reporting, and emerging trends.
  • Develop comprehensive dashboards and reports to track program quality, outcomes, enrollments, and performance.
  • Update and monitor quality management plans for the Denver Workforce System.
  • Provide recommendations for system‑of‑record enhancements and support continuous improvement initiatives.
  • Research best practices, laws, and industry trends to develop recommendations, solutions, and implementation plans.
